EDD Payment Delayed 3 Weeks, No Notice - What to Do?

Hey everyone, I'm in a bit of a pickle here. I haven't received my unemployment payment for 3 weeks now. The weird thing is, I haven't gotten any notices from EDD about why there's a delay. Has anyone else experienced this? Any ideas on what I should do next?

I found a way to actually get someone on the phone at EDD. I used this site's (claimyr.com) calling tool that dials the phone menu, stays on hold, waits for a live agent to pick up, then sends the call to my phone. It does cost $20, but it works.
