have u tried using a different browser completely? some ppl are saying Safari works when others fail. also make sure ur documents are well-lit and clear, ID.me is super picky about image quality

omg id.me is the WORST!! try using ur phone instead of computer. For some wierd reason the mobile version worked better for me. Also try early morning like 5-6am when servers aren't as busy.
