Update: I uploaded all my documentation last night and called DEO this morning using the Claimyr service that was recommended. Got through in about 20 minutes! The agent confirmed they received my documents and said my Extended Benefits application looks good so far. She mentioned there's currently a 7-10 day processing time. Great news! Make sure to keep claiming your weeks during this transition period, even if your payment status shows as pending. Document each of your five weekly work search activities thoroughly - include the company name, position, application date, contact method, and contact person if possible. The DEO has been requesting proof of work searches more frequently for Extended Benefits recipients.

Those fact finding questionnaires are DELIBERATELY confusing! It's just another way they try to deny benefits. I got one asking if I had refused any "suitable work" but never defined what they consider "suitable" - is it just any job offer or something in my field? And why do they ask the same questions five different ways? Pure bureaucratic nonsense designed to trip people up.
When I had to do this last year I went to my local DCF office and they actually helped me print everything right there. They have computers you can use and the staff showed me exactly what pages they needed from CONNECT. Saved me so much stress! Maybe try that if you're still confused?

Update! I used Claimyr yesterday and actually got through to DEO in about 25 minutes (after trying for DAYS on my own). Asked for a supervisor with technical system access, mentioned the Quarter Change Technical Review and the Florida Administrative Code thing. The supervisor actually knew what I was talking about! She said she's submitting the correction to their database team with an urgent flag since it's been outstanding so long. She gave me a tracking number and said to check back in 5-7 business days. First time I've felt hopeful in years!

UPDATE: I finally got through! Used that Claimyr service someone mentioned and got connected to a real person in about 15 minutes (after days of failed attempts on my own). The agent confirmed my appeal was approved in the system but said there was a "technical flag" that needed to be removed manually. They submitted an "expedited payment release request" and said I should see the funds within 3 business days. She explained that sometimes the system doesn't automatically process payments after appeals even though it's supposed to. Fingers crossed!

Just to follow up on my earlier comment - make sure when you're contacting DEO about backdating, you're clear about WHY you need the backdate. Valid reasons include: 1. You were unable to file when first unemployed due to illness/hospitalization 2. You were given incorrect information by DEO staff about eligibility 3. You were unable to access CONNECT due to technical issues 4. You were unaware of potential eligibility (in limited circumstances) If you simply delayed filing without a qualifying reason, they may deny the backdate request regardless of how long you wait. Florida is pretty strict about this compared to other states. Document your reason thoroughly when communicating with them.
This is really important info - thank you! My situation was that my employer told me they were contesting my unemployment and that I shouldn't bother filing because I wouldn't qualify. Then in February I talked to a friend who works in HR who told me that was completely wrong and I should file immediately. So I guess my reason would be "given incorrect information" - though it was from my employer, not DEO. Hopefully that still counts!
I'm about to lose my mind dealing with this email situation! ID.me has the wrong email connected to my DEO account, but somehow DEO still sends notifications to my correct email?? I've tried to get ID.me to update this for over a week now but they never respond. I can't access my CONNECT account properly because of this email mismatch and my benefits are now delayed. Has anyone else dealt with this crazy situation? What's the fastest way to get ID.me to actually communicate with DEO and fix my email? I swear the left hand doesn't know what the right hand is doing with these systems! 🤦♀️

If you're still having trouble, there's a little-known option: email DEO.Records@deo.myflorida.com with your claimant ID number, the last 4 digits of your SSN, and full name requesting a PIN reset. It can take 3-5 business days but sometimes works when calling fails. Make sure to use the exact subject line "PIN RESET REQUEST" or it might get missed. Also, the DEO has been implementing a new system for PIN resets involving ID.me verification for some users. If you have trouble with the phone method, check if you've received any emails about ID.me verification as an alternative way to regain access.
Update: Finally got my PIN reset! Used the Claimyr service that was recommended here and got through to an agent in about 35 minutes. The whole system is RIGGED to deny benefits by creating impossible barriers!!! My cousin works for a different state agency and says DEO management gets BONUSES for keeping payment rates low. They DELIBERATELY make it hard to get through so people give up! It's all about saving the state money at the expense of struggling Floridians!

The problems stem more from understaffing, outdated technology, and complex federal requirements. The CONNECT system was never designed to handle the volume of claims it's processing. Final update for anyone following this thread - I took everyone's advice here and: 1) Used Claimyr to finally reach a live agent who explained my claim had an employer verification flag, 2) Contacted my state rep with all my claim details, and 3) Sent a certified letter citing Florida Statute 443.151(3)(a). Not sure which one worked, but ALL MY PAYMENTS CAME THROUGH yesterday! 8 months of benefits all at once. Keep fighting and try all available options - persistence eventually pays off with this broken system.
