I found a way to actually get someone on the phone. Used this site called claimyr.com - it's a calling tool that dials the phone menu, stays on hold, waits for a live agent to pick up, then sends the call to your phone. Costs $20 but it worked for me. Have you checked if there are any missing documents? Sometimes they don't tell you if something's missing and just let your claim sit there. Log into your account and double-check everything's submitted.

Unpopular opinion: maybe try going to an EDD office in person? I know it's a hassle, but sometimes face-to-face works better than phone or online.
