I waited 8 days for the ID.me code that never came 🙃 Then realized I had typo'd my email when entering it. Double check all the info he entered, sometimes the smallest mistake causes these issues.

tell him to check ALL email folders. my verification code went to my "updates" folder in gmail, not primary or spam. easy to miss.
