NY unemployment ID.me nightmare with someone else using my email

My cousin started getting unemployment benefits after being laid off from his restaurant job last November. He found part-time work in May, so he stopped claiming. Now he's been let go again in August and tried to reopen his claim, but the system is forcing him to verify through ID.me first. When he tries to set up the account, he gets this message saying there's already an account with an email address he's never used before! We've been trying to get this fixed for almost a month. Called NY unemployment 8 times and they keep saying that only ID.me can fix this issue, but ID.me only responds through email. All we've gotten is an automated response saying "we'll be in touch" over 3 weeks ago. Meanwhile he's going on 6 weeks with no income and rent is due. Has anyone dealt with this ID.me duplicate account issue? How long did it take to resolve? I'm seriously worried he's gonna get evicted before this gets fixed.

Omg I had a similar issue with ID.me last month! The trick is you need to open a support ticket with them specifically for "account merger" not just general help. There's a special form on their help center. Still took them like 10 days to respond but at least they fixed it. The other thing that helped was I kept emailing every 3 days with the same ticket number in the subject line. squeaky wheel gets the grease and all that.

Yeah they asked for a photo ID and then had me do a video selfie thing. Kinda annoying but once I did that they cleared it up within 48hrs.

Your cousin needs to send a certified letter to both ID.me AND the ny unemployment office explaining the situation. I was stuck in this same hellhole for almost 2 months. What worked for me was sending physical mail with copies of all my documentation. Sometimes these digital systems just don't work right but old fashioned mail gets to an actual human.

That's a good idea, we haven't tried actual mail yet. What address did you use for ID.me? Their website only shows email contact info.

I used their corporate address in Mclean, Virginia. You can find it if you google their headquarters address. Make sure you include your name, DOB, last 4 of SSN, and copies of your ID so they can locate your account info.

This sounds like identity theft honestly. If someone else is using an email that's supposedly connected to your cousin's information, they might be trying to claim benefits in his name. My brother had this happen and it was a nightmare. You need to report this to the fraud department at NYSDOL immediately!

Call 888-598-2077 which is the NY fraud hotline. Also file a police report ASAP and get a case number - you'll need that for the unemployment office to take the fraud claim seriously.

Have you tried reaching out to your state representative? I was stuck in ID.me purgatory for 6 weeks and nothing was working until I contacted my assemblyman's office. They have special liaisons with the unemployment office and got my issue resolved in 3 days after I'd been trying for over a month.

Just google "[your county] NY state assemblyman" and it'll show who represents your district. They all have constituent services that deal with unemployment issues constantly. They love fixing these problems because it's an easy win for them politically.

I went thru this exact thing, but it was MY email that someone else had used. Turned out to be identity theft. You need to: 1) File a police report 2) Put a fraud alert on his credit 3) Contact the FTC at identitytheft.gov 4) Call NYSDOL fraud line. Don't just focus on fixing the ID.me issue - this could be much bigger if someone has his personal info.

No, but the unemployment office told me there had been claims filed in my name in 3 different states! The detective I worked with said there are massive fraud rings doing this on an industrial scale. Definitely take it seriously.

pro tip: go on twitter and @ the NYSDOL and ID.me accounts in the same tweet describing your issue. Public shaming works wonders. I was ignored for 4 weeks then tweeted about my problem and suddenly got emails from both within hours. They hate the bad publicity.

someone posted this trick on another thread and it worked for me - try going through the ID.me recovery process but instead of using the email they say is a duplicate, use your PHONE NUMBER for recovery. For some reason this bypassed the duplicate email issue for me and I was able to verify that way!

When it says "Email already in use" there should be a small link that says "try another verification method" or something similar. Click that and it gives phone options.

Check if your cousin's SSN has been leaked in any data breaches. Go to haveibeenpwned.com and enter his email - if it's been in any breaches, that might explain how someone got his info. My husband had the same ID.me issue and it turned out his data was leaked in the Equifax breach years ago.

yeah it's totally insane. the only thing that finally worked was getting my case escalated to a supervisor. but it's like impossible to get to one unless you know someone or get lucky with the right agent.
