classic new york unemployment nonsense. they LOVE to accuse people of fraud with zero evidence. happened to me in 2019 (pre-pandemic) and it took 4 months to fix. the system is designed to frustrate you into giving up.
Make sure you didn't accidentally answer a certification question wrong. I nearly had this happen because I misunderstood a question about being "available for work" during a week I had a medical appointment. Even one wrong answer can trigger fraud flags.
The 0 effective days is such a scam. If there's federal money available (which there is) you should get it automatically. But NY makes it so complicated on purpose so fewer people collect. Capitalism at its finest 🤮

Be super careful with this. My friend got in trouble for putting unemployment as business income on an SBA form. They are totally different things and mixing them up can get u flagged for potential fraud even if its just an honest mistake.

I think your supervisor's statement is key here. Make sure it clearly states you were laid off and did not quit. At the hearing, they'll probably ask why your employer is claiming otherwise.
Call ur local legal aid! Most counties have free legal services that help with unemployment hearings. They can even represent you at no cost if you qualify financially. Google "[your county] legal aid unemployment" and something should come up.

Not to be a downer but this same thing happened to me in July... they froze my account for "identity verification" and it took SEVEN WEEKS to resolve. I called every single day. The system is completely broken. Start looking for emergency assistance now just in case.
