I found a method to get someone on the phone. I used this site's (claimyr.com) calling tool that dials the phone menu, stays on hold, waits for a live agent to pick up, then sends the call to my phone. It does cost $20, but it works. Here's a video about it: https://youtu.be/DOLxZQb92wM

Have you checked your spam folder? Sometimes important emails end up there. Also, make sure your contact info is up to date in their system.

idk if this helps, but I had a similar issue last year. Turns out there was a glitch in their system and my application was stuck in limbo. Had to reapply. Might be worth asking if that could be the case for you too.
