This may sound strange but try logging in from a different device or browser. My account was stuck in limbo and wouldn't process payments when I used Chrome, but when I switched to Firefox suddenly everything worked and payments processed within days. Their website has weird compatibility issues.
honestly i gave up on calling and just went to the physical unemployment office in person. waited 3 hours but actually got someone to look at my account and fix the issue. if you're near one of their offices its worth a shot.

After my regular unemployment ran out, I found the best thing was to call and talk directly to someone at unemployment. They actually told me about some training programs that could extend benefits in certain cases. But it was IMPOSSIBLE to get through on the phone until I found out about claimyr.com - they got me connected to an agent in like 30 mins after I'd been trying for weeks. Best decision I made and talking to that agent helped me figure out my next steps.
You can file a complaint with the NY Department of Labor Inspector General. They oversee the unemployment system and investigate complaints about poor service or long delays. Here's their number: 1-800-367-4448. They helped my brother when his claim was stuck for months.

Contact your state representative! I was getting nowhere with unemployment until I reached out to my assemblyman's office. They have special liaisons who can escalate these cases. Google '[your county] NY state assembly representative' to find yours.
