The system is rigged anyway. These retraining programs just shuffle people between low-paying jobs while companies get tax breaks for moving operations overseas. But I guess it's better than nothing if you're facing layoffs.
The whole system is rigged honestly. They deny claims hoping people won't appeal. But if you do appeal and have documentation you mentioned, you should be fine. Downsizing is clearly not misconduct - that's just corporate BS they're trying to pull.

I had trouble getting through to NYS Department of Labor to ask about my eligibility too. The phone lines are always busy and the website wasn't super clear. I ended up using this service called Claimyr (claimyr.com) that helped me get connected to an actual agent who could look up my wage history and tell me if I qualified. Just to add - even if you missed filing when you first became unemployed, you might still be able to file a late claim depending on when exactly you were laid off. NYS Department of Labor sometimes allows backdating in certain situations. The worst they can say is no, so it might be worth looking into if you think you qualified.

The whole system is rigged anyway. They raise wages to look good politically then small businesses can't afford to keep everyone. Meanwhile big corporations just automate more jobs. I think this is just coincidence honestly. My cousin works in labor economics and says the job market has way more factors than just minimum wage. Supply chains, technology changes, consumer spending patterns all matter more. Focus on your unemployment benefits and job search rather than trying to figure out macro economics.
