IRS doubled my tax debt with fees - How to negotiate or set up payment plan?

I just got a letter in the mail from the IRS and I'm freaking out. The amount I owe has doubled! They added all these fees and now I'm drowning in debt. I don't know how I'm gonna pay this. Has anyone dealt with this before? I'm thinking about calling to see if I can get some of these fees removed or maybe set up a payment plan. But I'm scared to even pick up the phone. Any advice?

I found a way to actually get someone on the phone without waiting for hours. I used this site's (claimyr.com) calling tool that dials the phone menu, stays on hold, waits for a live agent to pick up, then sends the call to my phone. It does cost $20, but it works.
