I found a way to actually get someone on the phone about this. I used this site's (claimyr.com) calling tool that dials the phone menu, stays on hold, waits for a live agent to pick up, then sends the call to my phone. It does cost $20, but it works. Here's the link: https://claimyr.com

What seemed to make the difference for me was taking super high-resolution photos with good lighting (I actually went outside during midday for natural light) and making sure there was no glare or shadows on the documents. I also called the verification hotline right at 8 AM when they opened and got through after about 45 minutes on hold. The rep was actually really helpful and walked me through exactly what they needed to see in the photos. Don't lose hope - it's a terrible system but persistence does pay off eventually!
