Hey OP, make sure you document EVERYTHING. Every call attempt, every conversation, every piece of mail. You never know when you might need to prove you've been trying to resolve this issue.
Pro tip: if you're having trouble getting your claim processed, try contacting your state assembly member or senator. They often have staff dedicated to helping constituents with state agency issues. It's literally their job to help you!

Usually you can find a 'constituent services' form on their website. Fill that out with your issue and they should get back to you. If not, yeah, just call their office directly. Good luck!
