UPDATE: Thanks everyone for the help! I was able to log into my SDI Online account and found my 1099-G form under the Forms section. For anyone else looking, it wasn't super obvious - I had to click on "View 1099G Information" and then select 2023 from a dropdown menu. The form shows the total benefits paid and confirms that no federal tax was withheld (which I now realize might make my tax bill higher than expected, ugh). Anyway, problem solved!
Three weeks is unfortunately within the normal processing time these days, especially if there are any minor discrepancies they need to investigate. Here's what I recommend: 1. Call EDD at 1-800-480-3287 first thing in the morning (8:00 AM) 2. When prompted by the automated system, select the option for claim status 3. If you can't get through, try again around 4:00 PM when call volume sometimes decreases 4. Check your SDI Online account daily for any updates or document requests In my experience working with many claimants, most claims that are delayed beyond 3 weeks have some minor issue that needs resolving, but it's not always visible to you online. A phone call can often identify and resolve these issues quickly.

If I can't get through, I might try that Claimyr service since I really need to figure out what's going on. I'll update here if I learn anything useful that might help others in the same situation.
omg that random Sunday phone call is super sketchy!!!! EDD NEVER calls on weekends in my experience. Was probably a scammer trying to get ur info! the real overpayment notice always comes in writing or in ur edd online account!!!
Since the official notice stated you weren't available for work due to medical leave, your appeal should focus specifically on proving you WERE available for suitable work. Make sure to include: 1. Doctor's note explicitly stating you could work with the accommodation of not working at elevation 2. Evidence of job searches for positions that would accommodate your condition 3. Any documentation showing your employer couldn't temporarily accommodate you locally This distinction between "unable to work at all" versus "unable to work in specific conditions" is crucial for your case. Thank you all for the advice. I just spoke with my daughter and she's going to her therapy appointment tomorrow with a list of questions about both SDI and ADA accommodations. She's going to file for SDI right after her appointment, assuming her therapist agrees it's appropriate. I'll also tell her about Claimyr in case she runs into problems reaching EDD. It sounds like it's definitely worth trying for SDI even though she's new at this job. I feel much more prepared to help her navigate this now.

•That sounds like a good plan. One more tip: have her print out the EDD Physician/Practitioner's Guide for her therapist. Some mental health providers don't file SDI claims often and might not understand exactly what EDD needs to see. The guide explains what specific information they need to include.
