What time does Washington ESD unemployment phone lines open?

I've been trying to call Washington ESD for over a week now about my claim being stuck in adjudication. Every time I call it's either busy or I get disconnected after waiting forever. Does anyone know what time their phone lines actually open? I've tried calling at 8am but still can't get through. Is there a better time to call or some trick to actually reach someone?
