Can you collect partial unemployment in Washington - working reduced hours questions
I've been working full-time at a restaurant for two years but they just cut everyone's hours to 25 hours per week due to slow business. My manager said it might be temporary but could last months. I'm wondering if I can collect partial unemployment benefits from Washington ESD while still working these reduced hours? I've never filed for unemployment before and don't really understand how it works when you're still employed but making way less money. Has anyone been through this situation?

Yes, you can definitely apply for partial unemployment benefits in Washington! When your hours get reduced like that, you may qualify for what's called 'partial UI benefits.' You'll need to report your weekly earnings when you file your weekly claims, and Washington ESD will calculate how much you can receive based on your reduced income.

•That's a relief! Do I need to apply differently than regular unemployment or is it the same application process?

•Same application process through the Washington ESD website. Just be sure to report that you're still working when you apply and include your reduced hours.

I went through this exact situation last year when my retail job cut hours. The key thing to know is that Washington ESD has a formula - you can earn up to a certain amount before it affects your weekly benefit. I think it's like you can earn about 1/3 of your weekly benefit amount before they start reducing what you get.

•How long did it take for your partial claim to get approved? I'm worried about the bills piling up while waiting.

•Mine took about 3 weeks to process, but that was during a busy period. Make sure you keep filing your weekly claims even while it's pending.

•If you're having trouble getting through to Washington ESD about your claim status, I found this service called Claimyr (claimyr.com) that helps you actually reach an agent. They have a video demo at https://youtu.be/7DieNd3C7zQ showing how it works. Saved me hours of calling.

Be really careful about reporting your earnings accurately! I made the mistake of not reporting some cash tips properly and ended up with an overpayment notice months later. Washington ESD will cross-check with your employer's wage reports.

•Oh no, what happened with the overpayment? Did you have to pay it all back?

•Yeah, I had to pay back like $800 plus penalties. It was a nightmare. Just be super honest about every dollar you earn, including tips.

This is exactly why the unemployment system is broken!!! People who are STILL WORKING getting benefits while others who lost jobs completely are stuck in adjudication for months. Makes no sense to me.

•Partial benefits exist because people need help when their income drops significantly through no fault of their own. It's designed to keep people employed rather than having them quit to collect full benefits.

•I guess that makes sense, just frustrated with the whole system right now.

You should also look into whether your employer is required to give you more notice about the hour reduction. Depending on how many employees they have, there might be WARN Act requirements.

•We only have about 15 employees total, so probably not a big enough company for that. Thanks for the tip though!

For partial unemployment in Washington, you'll still need to do job searches unless you're on standby with your current employer. Make sure you understand which category you fall into when you apply.

•What's the difference between regular partial unemployment and standby? My boss said the hour reduction is temporary.

•Standby means your employer expects to recall you to full hours within a specific timeframe. If approved for standby, you don't have to do job searches. But it has to be verified by your employer.

•I tried to get standby status last year and my employer wouldn't cooperate with the paperwork. Ended up having to do job searches even though they kept saying I'd get full hours back 'soon.

•Good to know! When are the weekly claims due each week?

Maya Lewis
•You can file your weekly claim starting Sunday for the previous week, and it's due by Saturday. Most people file on Sunday to stay on schedule.

I was in a similar boat with reduced hours at my warehouse job. The partial benefits really helped bridge the gap. One thing to remember is that you'll still need to be available for full-time work unless you're on standby status.

•How do they verify that you're available for full-time work if you're already working part-time?

•It's more about being willing to take a full-time job if offered one. They don't really check unless there's an issue with your claim.

The restaurant industry is brutal right now. So many places cutting hours instead of laying people off. At least with partial unemployment you get something to help with the income loss.

•Yeah, it's been really tough. Hoping things pick up after the holidays but who knows.

•Same here - my hours got cut at a different restaurant. The partial UI helped but barely covers the difference in what I was making before.

Quick question - do you have to pay taxes on partial unemployment benefits? I never thought about that until tax season hit.

Maya Lewis
•Yes, unemployment benefits are taxable income. You can choose to have taxes withheld when you set up your claim, or you'll owe at tax time.

•Wish I had known that earlier! Definitely having taxes withheld this time.

If you run into issues getting through to Washington ESD to check on your claim, there's a service called Claimyr that will keep calling until they reach an agent for you. I used it when my partial claim got stuck and it actually worked - got through to someone within a few hours instead of spending days trying myself.

•How much does something like that cost? I'm already tight on money with the reduced hours.

Ella Knight
•I don't remember the exact cost but it was worth it to actually talk to someone about my claim. Check out claimyr.com - they have a demo video that explains how it works.

Make sure your employer knows you're filing for partial unemployment. Some employers get weird about it even though it's totally legal and doesn't really cost them more in UI taxes.

•Should I tell them before I apply or after? I don't want to make things awkward at work.

William Schwarz
•I'd tell them when you apply. Washington ESD will contact them anyway to verify your wages and work reduction.

Been there with the reduced hours situation. The hardest part was figuring out the job search requirements while still working. Make sure you understand what you need to do each week.

•How many job searches do you have to do per week for partial unemployment?

Lauren Johnson
•Same as regular unemployment - 3 job search activities per week unless you qualify for standby status.

•That seems weird having to look for other jobs when you're still employed, even with reduced hours.

My advice is to apply as soon as possible. Even if you're not sure you qualify, let Washington ESD make that determination. The worst they can do is say no, but if you do qualify, you don't want to lose weeks of potential benefits by waiting.

•That makes sense. I'll start the application tonight. Thanks everyone for all the helpful advice!

•Good luck! The application process isn't too bad, just make sure you have your employment history and wage information ready.

One more thing to keep in mind - if your hours get restored to full-time while you're collecting partial benefits, you need to report that immediately. Don't wait until your next weekly claim.

Benjamin Carter
•How do you report changes like that between weekly claims?
0 coins
Olivia Evans
•You can call Washington ESD or report it when you file your next weekly claim. Just don't keep collecting if you're back to full-time work.

This thread has been super helpful! I'm in a similar situation with hour cuts at my retail job. Going to apply for partial benefits this weekend.

I went through this exact same situation with my manufacturing job about 6 months ago. The partial unemployment benefits were a lifesaver when they cut us from 40 hours to 28 hours per week. Just want to add one tip that really helped me - when you're calculating your weekly earnings to report, make sure you're using your gross pay (before taxes), not your take-home pay. I initially made that mistake and it caused some confusion with my benefits calculation. Also, keep really good records of your hours worked each week because Washington ESD might ask for documentation later. The whole process was much smoother than I expected once I got the hang of filing the weekly claims. Definitely apply soon - you don't want to miss out on weeks of potential benefits while you're dealing with these reduced hours!
