Are part time employees eligible for unemployment benefits Washington ESD?
I've been working part-time at a retail store for about 8 months, usually getting around 25-30 hours per week. My manager just told me they're cutting my hours down to maybe 10 hours a week starting next month due to slow business. I'm wondering if I can file for unemployment benefits through Washington ESD since I'm technically still employed but getting way fewer hours? I've never filed for UI before and don't know if part-time workers are even eligible. Has anyone been in this situation?

Yes, part-time employees can definitely qualify for unemployment benefits in Washington! You don't have to be completely unemployed to file a claim. Since your hours are being reduced significantly, you might be eligible for partial unemployment benefits. The key is that you need to have earned enough wages during your base period to establish a claim.

•Thanks! What exactly is the base period? I'm confused about how they calculate if I've earned enough.

•The base period is usually the first four of the last five completed calendar quarters before you file your claim. So if you file in January 2025, they'd look at your wages from January 2024 through September 2024.

I was in almost the exact same situation last year! My restaurant cut my hours from 35 to about 12 per week and I was able to get partial unemployment through Washington ESD. You'll need to report your weekly earnings when you file your weekly claims, and they'll reduce your benefit amount accordingly. It's definitely worth applying.

•That's encouraging to hear! How long did it take for your claim to get approved?

•Mine took about 3 weeks to process. No adjudication issues since I was still working for the same employer, just fewer hours.

Definitely file! I had to deal with Washington ESD phone lines for weeks trying to get through to someone about my partial claim. If you need to talk to an agent, I found this service called Claimyr that helped me get through. They have a website at claimyr.com and there's a demo video at https://youtu.be/7DieNd3C7zQ that shows how it works. Saved me hours of calling.

•Never heard of that service before. Does it actually work for getting through to Washington ESD?

•Yeah it worked for me. I was getting hung up on constantly trying to reach someone about my claim status. This got me through to an actual person pretty quickly.

wait so you can get unemployment even if you still have a job??? i thought you had to be completely unemployed

•Nope! Washington state allows partial unemployment benefits if your hours or wages are reduced. You just have to report what you earn each week and they adjust your benefit amount.

Make sure you understand the job search requirements though. Even for partial claims, you might need to be actively looking for additional work and log your job search activities. The requirements changed a bit in the last couple years.

•Good point. Do I need to be looking for full-time work or can I search for additional part-time positions?

Natasha Orlova
•You can search for either, but you need to show you're genuinely looking for work that would increase your total weekly earnings. Keep detailed records of your job search activities.

I hate dealing with the Washington ESD system. It's so confusing and their website crashes all the time. But yeah, partial unemployment is definitely a thing. Just be prepared for potential delays if they need to verify anything with your employer.

•The website has gotten better lately, but I agree the system is still frustrating to navigate sometimes.

•Maybe it's improved since I last used it. Still think they could make the whole process more user-friendly.

Just a heads up - if you're still working part-time, you'll need to report your earnings accurately every week when you file your weekly claim. Any wages you earn will be deducted from your unemployment benefit, but there's usually a small amount you can earn without it affecting your benefits at all.

•What happens if I forget to report my earnings one week? I don't want to mess up my claim.

•You can usually go back and correct it, but it's better to be accurate from the start. They cross-check with employer records anyway.

The whole unemployment system is designed to help people who are underemployed, not just unemployed. Your situation is exactly what partial benefits are for. Don't let anyone tell you that you don't deserve help just because you're still working some hours.

•This is so true. I felt guilty applying for partial benefits at first, but that's literally what the program is designed for.

•Exactly! You paid into the system through your wages, so you're entitled to benefits when you need them.

One thing to watch out for is if your employer disputes your claim. Some employers don't understand partial unemployment and might think you're trying to scam the system. Make sure you have documentation of your hour reduction.

•Good advice. I'd recommend keeping copies of your work schedules showing the reduction in hours.

•Should I talk to my manager about filing for unemployment before I do it, or just go ahead and file?

•I'd probably just file. You're not required to tell your employer beforehand, and Washington ESD will contact them directly if they need verification.

I tried calling Washington ESD so many times about my partial claim and could never get through. The hold times are insane. That Claimyr service someone mentioned earlier actually sounds useful - might have to check that out next time I need to reach them.

•I used Claimyr too when I had adjudication issues. Definitely worth it if you're having trouble getting through to an agent.

•Yeah, I spent literally hours on hold multiple times. Would rather pay for a service that actually works.

Don't forget that you need to file your weekly claims every week, even if you worked. Skip a week and you might lose benefits for that week entirely. Set a reminder on your phone or something.

•Good tip! What day of the week do you file? Is there a specific day you're supposed to do it?

•You can file anytime during your filing week, but I always do mine on Sunday evening. Just make it a routine so you don't forget.

My sister went through this exact situation at her clothing store job. She was getting partial benefits for about 6 months while her hours were reduced. The extra money really helped her get by until business picked up again and she got her full hours back.

•That's a great example of how the system is supposed to work - helping people during temporary rough patches.

•Exactly! And she never had to quit her job or anything. Just got supplemental income while hours were low.

Just want to add that even if you're working part-time, you still need to be available for additional work. So don't schedule yourself as unavailable during normal business hours if you can help it. That could affect your eligibility.

•What if I have school classes during the day? I'm taking a couple college courses.

•That might complicate things. You'd need to show you're still available and actively seeking work around your class schedule. Washington ESD has specific rules about students.

The benefit amount for partial unemployment is usually pretty decent. I think it's something like your weekly benefit amount minus 75% of what you earned that week. So if your benefit would be $400 and you earned $100, you'd get $325 in benefits.

Luca Bianchi
•That formula sounds about right. There's also usually a small amount you can earn without any deduction at all.

•Yeah, I think it's like the first $5 or something small like that. But the math works out pretty well for most people.

Filing online through the Washington ESD website is usually pretty straightforward. Just have your Social Security number, driver's license, and employment history ready. The whole application took me maybe 30 minutes.

Yara Sayegh
•Do I need pay stubs or anything like that when I file?
0 coins
GalacticGuardian
•Not for the initial application, but it's good to have them handy in case they ask for verification later. They'll get wage information directly from employers too.

One more thing - make sure you understand what counts as 'suitable work' for your job search requirements. Since you're already working part-time, you might need to look for jobs that would increase your total weekly earnings, not just any job.

Mateo Gonzalez
•That's a good point. The job search requirements can be tricky to navigate, especially for partial claims.

•Right, and if you turn down additional work that would increase your earnings, that could affect your benefits. It's all about showing you're trying to improve your employment situation.

I had to use that Claimyr service too when I couldn't get through to ask about my job search requirements. The Washington ESD phone system is just impossible sometimes. The service worked exactly like they show in their demo video - got me through to an agent who answered all my questions.

•How much does something like that cost? I might need to call about my claim status soon.

•I don't remember the exact price, but it was worth it to actually talk to someone instead of wasting whole days trying to get through on my own.

Bottom line is yes, you can definitely get unemployment benefits as a part-time employee if your hours are significantly reduced. The system is designed to help people in exactly your situation. Don't hesitate to apply - you've earned these benefits through your work.
