PA UC waiting week suddenly required after COVID waiver ended - hit with notice in 2025

I'm so confused and panicking a bit. Just got a notice from PA UC saying I'm disqualified for benefits from March 2025 because I didn't serve a waiting week. But I thought I was doing everything right! I lost my job at the marketing agency in February and applied immediately. The system never told me anything about needing a waiting week, and I've been certifying every Sunday without issues until now. The notice mentions something about COVID waivers ending, but that was years ago! Did the rules change recently? Are they retroactively applying some policy? The notice says I owe $680 back and my heart is racing. Has anyone else received something like this in the past few weeks?

A waiting week is the first week you're eligible for unemployment - you don't get paid for it, but you still have to file. It's like a deductible. During COVID they waived this requirement, but it's back now. You should appeal if the system didn't clearly tell you this was required when you applied.

I'm FURIOUS about this!!! The PA UC system is completely BROKEN!!! They KNOW the waiting week requirement returned but didn't bother updating their systems or notifications!!! I got the same notice last week and when I finally got through to someone after 3 HOURS on hold, they admitted it's a "known system issue" affecting "many claimants" but said I STILL need to file an appeal!!! This is INSANE!! Why should WE have to fix THEIR mistakes???
