NY unemployment payments stopped with 0 Effective Days Remaining despite having funds in account and ongoing benefit year
I've been receiving unemployment since January 2021 after losing my job due to downsizing. I've been certifying every week without issues until recently. According to my payment history, I last received benefits on 07/19/2021 for the week ending 07/18/2021, but nothing since then even though I certified for the weeks ending 07/25/2021 and 08/01/2021. Looking at my "Official Record of Benefit Payment History" for my current claim, it shows my Start/Effective Date is 11/30/2020 with a Benefit Year Ending Date of 12/05/2021. My Weekly Benefit Amount is $182.00 and my Maximum Amount Payable is $7,098.00. The document clearly shows my Effective Days Remaining as 0, which might explain the issue, but I'm confused because my benefit year hasn't ended yet. Under "Latest Transaction(s) as of 08/04/2021," it confirms that I last certified for benefits for the week ending 08/01/2021, and my payment for the week ending 07/18/2021 was released on 07/19/2021. So the system knows I've been certifying, but no payments are coming through. There's a note on my payment history that says "Weekly payments for $600 showing '0' under the 'Effective Days' column, and Debit Card or Direct Deposit under the 'Type' column, are the Federal Pandemic Unemployment Compensation (FPUC) payments." I'm not sure if this is relevant to my situation. The document also explains that "Each day in a week (Monday through Sunday) that you qualify for benefits is called an effective day. There is a maximum of 4 effective days each week, and you must qualify for all 4 effective days in order to receive" benefits. Does having 0 Effective Days Remaining mean I've used up all my benefits even though I still have money in my Maximum Amount Payable and my benefit year hasn't ended? I've tried calling multiple times but can't get through to anyone. Has anyone else experienced this? Why would payments suddenly stop when I'm still within my benefit year?

Same issue here! My payments stopped abrubtly about a month ago. I called every single day for 3 weeks straight and couldn't get thru to ANYONE. Finally I tried this service called Claimyr (claimyr.com) that got me connected to an actual human at unemployment. Got a callback with a live agent who fixed my claim on the spot. Best money I ever spent after weeks of frustration. Check out this video that explains how it works: https://youtu.be/Rdqa1gKtxuE

Yeah it's 100% real. I was super skeptical too but I was desperate after trying to get through for weeks. They call on your behalf and when they get someone they connect you. Saved me hours of waiting on hold.

wait hold up - does this actually work or is it just the usual BS? I've been trying to reach ny unemployment for like 3 weeks straight 🤦♂️

It absolutely works! I got connected within like 45 minutes after trying on my own for WEEKS. The agent fixed my claim and my payments started again two days later.

I actually used it too. Was desperate after 3 weeks of no payments. Got thru to an agent who fixed my claim. Payments resumed the next day.

This happened to me back in April. Turns out my account was flagged for review because of "suspicious activity" even though I did nothing wrong. The system sometimes does random security checks. You NEED to talk to a rep to get it fixed. Keep calling or try that Claimyr service someone mentioned above.

Check if your BYE (Benefit Year End) date is coming up. Even though you might still have money in your account, sometimes you need to file a new claim when your benefit year ends. The 0 effective days seems suspicious tho. Call them ASAP.

My BYE date isn't until December 2021, so I should still have plenty of time left. The zero effective days is what's confusing me the most.

Yeah that's definitely not right then. Something got messed up in the system. You'll 100% need to speak with a rep to get this fixed.

The UI system is such a dumpster fire rn 🔥 🗑️ I've had payments randomly stop twice during my claim. Both times it was because of some "system update" that flagged random accounts. You have to call and talk to a tier 2 specialist (not just the first person who answers).

Literally this!!! 💯 I was in the same exact situation last month. The regular reps couldn't do anything - you need to specifically ask for a tier 2 specialist.

how do you even get to a tier 2 specialist? i been calling for days and can't even get past the automated system

You have to first get through to ANY rep, then specifically ask them to transfer you to a tier 2. Don't let them give you the runaround. Be polite but firm.

Here's what's likely happening: When your payment history shows 0 effective days remaining but your benefit year hasn't ended, it usually means one of several things: 1. Your account has been flagged for an identity verification check (extremely common) 2. There's a question about your work search activities 3. The system detected a potential eligibility issue 4. Your claim needs to be reviewed by a specialist 5. There might be a technical glitch with your account Unfortunately, the ONLY way to resolve this is speaking with an actual representative. The online system won't tell you what's wrong or how to fix it. After trying to call for weeks with no success, I finally used Claimyr.com to get through. They call on your behalf and connect you when they reach a live person. It worked perfectly - got through in under an hour when I'd been trying for days. Also, make sure you're continuing to certify every week even if you're not getting paid - they can release back payments once the issue is fixed, but only for weeks you properly certified for. Good luck! The NY unemployment system is a nightmare, but persistence pays off.

Thank you so much for this detailed explanation! I'll definitely keep certifying. Did you have to provide any additional documentation when you talked to them?

In my case, they needed me to verify my identity again. Had to upload my license and SSN card. But every situation is different. The rep will tell you exactly what's needed when you speak with them.

I had the same issue last month and it was because they implemented a new fraud detection system. Many legit accounts got caught in the crossfire.

Have you checked your email and mail? Sometimes they send notices requiring additional information but don't tell you that's why they stopped payments. Classic NY unemployment move 🙄

So I had literally the EXACT same issue back in May. Zero effective days but claim wasnt expired. I finally got through to someone after using claimyr.com (seriously a lifesaver) and turns out there was a quarterly review flag on my account. They needed to verify my employment history again. Took the rep about 10 minutes to fix and my payments resumed the following week with backpay.

Did you start working part time recently? I had this happen when I picked up some gig work and reported it. The system got confused and stopped all payments instead of just adjusting the amount.

No, I haven't worked at all during my claim period. Still actively looking but no luck so far.

Try sending a message through the online message system on your account. Sometimes they respond faster that way than through phone. also tag them on twitter @NYSLabor - they actually monitor that and sometimes will help people who post publicly about issues.

omg yes the twitter thing actually works! I was shocked when they DM'd me after I complained. Got my issue fixed in 2 days.
