After reading through everyone's responses, it sounds like there are three possible issues: 1) Your application is still in the queue based on your application date and region, 2) There might be a problem with your TS-375 form or employer classification, or 3) Your application is stuck somewhere in the system. Since you've been waiting 10 weeks, I'd definitely recommend trying to speak with someone directly. The regular phone lines are nearly impossible to get through on. When I used Claimyr (claimyr.com), I actually spoke to a supervisor who could see exactly where my application was in the system and what was causing the delay. The peace of mind alone was worth it after weeks of uncertainty.

Just a quick update that might help others: I learned that NYSDOL is sending out batch payments for the tourism supplement every other Wednesday. So if you don't see anything this week, the next batch would likely be processed next Wednesday. Also, for anyone still waiting, double-check that your direct deposit information is current in the system. I've heard some payments were delayed because people had changed bank accounts since their initial claim.

UPDATE: I finally got this resolved! For anyone having the same issue, here's what worked for me: 1. I tried all the tech solutions but still couldn't find any consent page 2. Used Claimyr to connect with an agent (took about 45 minutes instead of calling all day) 3. The agent confirmed what others said - the ID.me verification wasn't properly linked to my account because of the identity theft flag 4. They manually verified my ID.me status and released all my payments 5. Money was in my account this morning including all backpay! Thank you everyone for your help and suggestions! Such a relief to finally have this fixed after months of stress.

Just to clarify for anyone reading this thread in the future: If you exhaust your benefits before your BYE date, you have two main options: 1. If you've worked since filing your original claim and earned enough in at least two quarters (typically 10x your weekly benefit amount), you can file a new claim immediately. 2. If you haven't worked enough, you need to wait until your BYE date to file a new claim, unless there are special extension programs available. Don't risk a gap in payments by waiting until the last minute. Start the process as soon as you see you only have a few weeks of benefits remaining.
Update: I used Claimyr this morning and finally got through! You were right - since I worked for about 3 months and earned enough wages, I qualify to file a new claim now. The agent said they'll process it after my current benefits exhaust next week. Such a relief! Thank you everyone for your help.
One more important thing for your friend to know: when the company closes, he should request a letter stating the reason for separation is "lack of work due to business closure." Having this documentation will make the claims process much smoother. Also, make sure he keeps his final pay stub, which shows the employer's name, address, and NY employer registration number. These details will be needed on the unemployment application. When filing, he should be very clear that he did not quit and was not fired - the job ended specifically because the business closed.

Good luck to your friend! Just remind him that if he runs into ANY issues with his claim getting stuck, don't waste weeks trying to call repeatedly. Claimyr really does work for getting through to an agent quickly.

UPDATE: If you're still having this issue, NYSDOL just announced a fix for the ID verification system yesterday. Log into your account, go to "My Documents" and look for the new "Verification Status" tab. If it shows "Pending Review" then your documents have been received and you should stop uploading new ones. If it shows "Rejected" then click on the document name for specific reasons why it was rejected.

Has anyone actually gotten through to a human being at the ID verification number (888-209-8124)? I've called like 30 times over the past week and either get disconnected or stuck in the same loop of automated messages. I'm starting to think the verification team doesn't actually exist!!!

•Try calling right when they open at 8:00am. That's the only time I've ever gotten through without using Claimyr. But even then I had to wait on hold for almost 2 hours.
