IRS Transcript shows notice issued but never received anything in the mail - what to do?

Anyone else dealing with this frustration? I was checking my IRS transcript online yesterday (September 2025) and noticed a code 971 - Notice Issued on my account from August 12. It's now been over a month and I've received absolutely nothing in the mail. I've checked my address on file and it's correct. I'm worried because my refund of $4,260 is still processing since I filed back in May, and now there's this mysterious notice I never got. Called the IRS twice but can't get through the automated system to speak with anyone. Should I just wait longer? Request a new copy somehow? I'm getting really anxious about what this notice might be about and why my refund is taking forever.

The 971 code just means they sent a notice, but doesn't tell you what kind. You might have a 570 code somewhere on your transcript too - that would indicate they froze your refund for review. yep - for me it was a 4883C letter (identity verification) that never arrived. Once the agent told me that, i was able to verify online through id.me instead of waiting for another letter. Might be different for you but at least you'll know what your dealing with!

you can get the penalties removed if you can prove you never received the notices. request first time penalty abatement. worked for me.

Sometimes the notice comes weeks later than the transcript date shows. Other times it just never shows up. In my case my 971 was for a math error they found in my return. No biggie, just reduced my refund by $120. But the stress of not knowing was the worst part!

Request a tax account transcript instead of just the return transcript - it might give you more info about what the notice is. also check your Where's My Refund status to see if there's any message there

I did get my account transcript - that's where I saw the 971 code. Where's My Refund just says "Your return is still being processed" for the past 4 months 😩

Request a transcript of the actual notice. Call 800-908-9946 or use the Get Transcript tool on irs.gov. Sometimes you can see what the notice was about even if you never got the physical letter.
