If requires you, when you log in, use the Document feature in UI Online to your identity.
Visit your UI Online and select Documents. You will only see this option if there has been an verifying your identity.

I had the same with uploading to EDD. What worked for me was clearing my browser cache and cookies, then trying again with a different browser (Chrome worked better than Safari for me). Also make sure your are in PDF format and under 10MB each. If you still don't see the option, you might need to call directly - sometimes they have to manually enable the feature on your account. The phone numbers shared above should help you get through to someone who can assist!
