EDD Family Leave application keeps failing - system still broken?

Hey everyone, I'm trying to apply for family leave through EDD but I'm running into some issues. My husband tried to submit the application but it looks like there's still a problem with the system. Has anyone else experienced this recently? Any tips on how to get through or what we should do next? I'm getting pretty frustrated with the whole process.

I actually found a way to get someone on the phone! I used this site's (claimyr.com) calling tool that dials the phone menu, stays on hold, waits for a live agent to pick up, then sends the call to my phone. It does cost $20, but it works. Here's a video about it: https://youtu.be/DOLxZQb92wM
