EDD nightmare: Out-of-state claimant can't access account due to ID issues, no payments since June

I'm at my wits end with EDD. Haven't gotten paid since June and can't access my account because of ID issues. I've got bills piling up and 3 kids to feed. Every time I call, it's the same story - "maximum number of callers reached." I don't even live in California, so I don't have a CA driver's license. Anyone else dealing with this nightmare? Any advice on how to get through to a real person?
