This is why I always tell people to document EVERYTHING when dealing with government agencies. Take screenshots, save emails, record calls (if legal in your state). You never know when you'll need to prove your case.

Pro tip: If you do end up calling, try early in the morning right when they open. The wait times are usually shorter then. Also, be super nice to the person who answers - they deal with angry people all day and being friendly can go a long way!
