Who is eligible for unemployment benefit - Washington ESD requirements confusing me
I'm trying to figure out if I qualify for unemployment benefits through Washington ESD and honestly the eligibility requirements are really confusing me. I worked for about 8 months at a retail job before getting laid off last week. My hours were pretty inconsistent - sometimes 35 hours a week, sometimes just 15. I made around $18,000 total during that time. I also had a brief job at a restaurant about 14 months ago that lasted 3 months. Do I meet the work history requirements? And what about the able and available part - I have a car but it's pretty unreliable. I can work most shifts but not super early mornings because of childcare. Am I overthinking this or are there specific rules I need to know about?

You need to have worked in at least two quarters during your base period and earned a minimum amount. For 2025, you need at least $1,005 in your highest quarter and total wages of at least 1.5 times your high quarter amount. Your base period is usually the first 4 of the last 5 completed calendar quarters before you filed.

•So if I filed this week, my base period would be like Q1 2024 through Q4 2024? That includes both my jobs then.

Luca Esposito
•Exactly. Add up all your wages from both jobs during that period and see if you meet the minimum requirements.

the able and available thing is huge too - you have to be ready to accept suitable work. having transportation issues could be a problem but childcare limitations might be ok if theyre reasonable

•What counts as reasonable though? I can't work before 7am because daycare doesn't open until then.

•that sounds pretty normal to me, lots of people have childcare constraints. as long as youre not ruling out like 90% of available jobs you should be fine

If you're having trouble getting through to Washington ESD to ask about your specific situation, I'd recommend checking out Claimyr at claimyr.com. They help people get connected to actual agents instead of dealing with the busy signals and phone maze. There's a demo video at https://youtu.be/7DieNd3C7zQ that shows how it works. Really helped me when I was trying to get clarification on my eligibility.

•Never heard of that service before. Does it actually work or is it just another way to waste time?

•It worked for me. I was able to talk to someone at Washington ESD within a couple days instead of calling for weeks and never getting through.

Don't forget you also have to be unemployed through no fault of your own. Since you said you were laid off that should be fine, but if you quit or got fired for misconduct that's a whole different story.

•Yeah it was definitely a layoff, they cut like 6 people because business was slow.

•Perfect, that makes your eligibility much more straightforward then.

ugh this whole system is so complicated!! why cant they just make it simple - if you worked and lost your job you should get benefits period

•I understand the frustration but the requirements exist to make sure the system is used correctly and has enough funding for everyone who truly qualifies.

•i guess but when youre broke and trying to figure out if you can pay rent next month all these rules just feel like obstacles

Also make sure you register with WorkSource within a reasonable time after filing. That's part of the job search requirement and they can disqualify you if you don't do it.

Zara Ahmed
•Is that the same as the job search log thing I keep hearing about?
0 coins
Yuki Tanaka
•WorkSource registration is separate but related. You have to register there AND keep a job search log showing you're actively looking for work each week.

•Wait I thought you only had to do 3 job search activities per week now?

Yuki Tanaka
•Yes, 3 activities per week is the current requirement, but you still have to document them properly.

Your wage situation sounds like it should qualify. $18k over 8 months is decent, especially if it was spread across multiple quarters. The restaurant job from 14 months ago might help too if it falls in your base period.

•I think the restaurant job was in like October-December 2023, so that might be too early?

Andre Laurent
•Depends on exactly when you file. If you file in January 2025, your base period would be Q1 2024-Q4 2024, so that restaurant job wouldn't count. But your retail job should still meet the requirements.

honestly just apply and see what happens. washington esd will calculate everything for you and tell you if you qualify or not. worst case they say no and you appeal if you think theyre wrong

•True, I guess I'm overthinking it. Better to try than assume I don't qualify.

•That's generally good advice, but it's still worth understanding the basics so you know what to expect.

The transportation thing could be an issue though. I had a friend who got denied because she didn't have reliable transportation to accept work anywhere in her labor market area.

Zara Ahmed
•Really? That's concerning. My car works most of the time, it's just not 100% reliable.

•You might be okay if you can show you're actively working on the transportation issue or have backup options. They just want to know you're genuinely able to work if offered a job.

•I think as long as you don't volunteer the transportation issues unless directly asked, you should be fine. Don't create problems that don't exist yet.

Make sure you understand what 'suitable work' means too. Generally it's work that's similar to what you did before, pays at least a certain percentage of your previous wages, and is within a reasonable commute distance.

Zara Ahmed
•So I wouldn't have to take just any minimum wage job right away?
0 coins
Mei Zhang
•Not immediately, but the definition of suitable work does expand over time. After several weeks of unemployment, you might be expected to consider lower-paying positions.

I went through this whole process last year and the hardest part was actually getting someone at Washington ESD on the phone to explain things. Used that Claimyr service someone mentioned earlier and it was honestly a game changer for getting real answers.

•How much does something like that cost though? If you're unemployed money is already tight.

•It's worth checking out their website for details, but for me the time savings alone made it worthwhile versus calling ESD directly for weeks.

also remember you have to file your weekly claims every week even while theyre still processing your initial application. miss a week and it can cause delays or issues

•Good point, I'll make sure to set a reminder for that.

The whole system is designed to make you give up before you get benefits. They make it confusing on purpose so fewer people claim what they're entitled to. Just my opinion but I've seen it happen to too many people.

•I don't think it's intentionally confusing, but it is definitely complex. The rules exist for good reasons even if they're frustrating to navigate.

Giovanni Rossi
•Maybe not intentionally confusing but they sure don't go out of their way to make it user-friendly either.

Your situation sounds pretty straightforward honestly. Laid off through no fault of your own, worked recently, have some work history. The wage calculation might be close but you should at least try applying.

Zara Ahmed
•Thanks, that's reassuring. I think I'll go ahead and file this week.

•Good luck! The process can be slow but if you qualify it's definitely worth it.

Just remember that even if you get approved initially, Washington ESD can always review your claim later and ask for more information. Keep all your employment records and documentation just in case.
0 coins
Zara Ahmed
•What kind of documentation should I keep?
0 coins
Sofia Gutierrez
•Pay stubs, tax documents, termination letter if you have one, job search records. Basically anything that proves you worked, how much you earned, and why you're unemployed.

One more thing - if you have any issues with your claim getting stuck in adjudication or need to talk to someone about eligibility questions, that Claimyr service really does help cut through the phone system hassles. Saved me hours of frustration.

•I'll definitely keep that in mind if I run into problems. Seems like a few people here have had good experiences with it.
