Washington ESD unemployment benefits - do you have to pay taxes on pandemic unemployment compensation?
I'm finally getting around to doing my 2024 taxes and I'm confused about whether I need to pay taxes on the unemployment benefits I received from Washington ESD during the pandemic years. I got regular UI benefits for about 8 months total between 2021-2022, and I'm not sure if I should have been having taxes withheld or if I owe money now. My tax software is asking about unemployment compensation but I can't find clear info about Washington state specifically. Did anyone else deal with this? I'm worried I'm going to owe a bunch of money I don't have.

Yes, unemployment benefits are taxable at the federal level regardless of which state you're in. Washington ESD should have sent you a 1099-G form showing how much you received. The good news is that for 2020 tax year, the first $10,200 of unemployment was tax-free federally, but that exclusion didn't apply to 2021 or later years.

•I did get the 1099-G from Washington ESD but it shows way more than $10,200. So everything over that amount for 2021-2022 is taxable?

•Exactly. The $10,200 exclusion was only for the 2020 tax year. For 2021 and beyond, all unemployment compensation is federally taxable income.

This is why I always had taxes withheld from my UI payments. You can request withholding when you file your weekly claims on the Washington ESD website. It's usually 10% federal but you can choose different amounts.

•I wish I had known that at the time! I didn't realize it was an option when I was filing my weekly claims.

•Yeah most people don't realize you can have taxes withheld. It's buried in the options when you're doing your weekly certification.

Same boat here - got a huge tax bill because I didn't withhold anything from my Washington ESD benefits. Had to set up a payment plan with the IRS. If you're having trouble reaching someone at Washington ESD to get copies of your tax documents, I found this service called Claimyr that helps you actually get through to an agent. They have a website at claimyr.com and there's a demo video at https://youtu.be/7DieNd3C7zQ showing how it works.

•Thanks for the tip! I've been trying to call Washington ESD for weeks to get clarification on my 1099-G but can never get through.

•How much does that Claimyr thing cost? Seems too good to be true.

•It's worth checking out their site for pricing info. For me it was cheaper than hiring a tax professional to sort out my unemployment tax mess.

wait so even though washington doesnt have state income tax we still have to pay federal taxes on unemployment??? that seems wrong

•Yes, unemployment is federally taxable income even though Washington state doesn't tax it. Federal and state taxes are completely separate systems.

•ugh that sucks. wish someone had told me that when i was getting benefits

The confusion comes from people mixing up state vs federal taxes. Washington ESD benefits aren't subject to STATE income tax because Washington doesn't have one, but they're still subject to FEDERAL income tax just like wages from a job would be.

•This explains why my friend in California had to pay state taxes on unemployment but I didn't here in Washington.

•Exactly right. Each state handles it differently but federal taxation is consistent across all states.

I'm still waiting for my 2023 1099-G from Washington ESD and tax season is almost over! Anyone else having problems getting their tax documents?

•That's exactly the kind of situation where Claimyr helped me. Took forever to get through on my own but they connected me to someone who could resend my missing forms.

•I might have to try that. I've called like 50 times and either get busy signals or get disconnected after waiting on hold.

•You can also log into your SecureAccess Washington account and download your 1099-G directly from there if you can't get through by phone.

PSA: If you didn't have taxes withheld and owe money, you might also owe underpayment penalties to the IRS depending on how much you received. The penalty is usually small but worth knowing about.

•Oh great, another thing to worry about. How do I know if I'll owe penalties?

•Generally if you owe more than $1,000 in taxes you might face penalties, but there are exceptions. Your tax software should calculate this for you.

The whole tax situation with pandemic unemployment was a mess. First they said it wasn't taxable, then it was, then part of it wasn't for 2020 only. No wonder everyone's confused.

•Yeah the rules kept changing. I had to amend my 2020 return when they made the first $10,200 tax-free.

•Same here! Filed early then had to amend later. What a headache.

Quick tip - if you're doing your own taxes, make sure you enter the unemployment income in the right section. Some tax software puts it with 'other income' but it should go in the unemployment compensation section for proper calculations.

•Good point, I almost put it in the wrong section. TurboTax flagged it and asked me to double-check.

•Yeah tax software has gotten better at catching these mistakes but you still need to be careful.

For anyone dealing with Washington ESD directly about tax documents or other issues, I've had luck calling right when they open at 8am on weekdays. Still takes forever but better chance of getting through.

•I tried that strategy for weeks with no luck. Finally used that Claimyr service someone mentioned earlier and got connected within a few hours.

•Might have to try that myself. The hold times are ridiculous even first thing in the morning.

Just wanted to add that if you received unemployment in multiple states during the pandemic, you'll get separate 1099-G forms from each state's employment department. Don't forget to include all of them on your federal return.

•Thankfully I only dealt with Washington ESD but good reminder for people who moved around during the pandemic.

•Yeah I got benefits from both Washington and Oregon when I moved. Had to track down forms from both states.

Bottom line - yes you have to pay federal income tax on ALL unemployment benefits received after 2020. The temporary exclusion was only for 2020 tax year. Plan ahead for next year if you're still receiving benefits.

•Thanks everyone for the help! Sounds like I need to bite the bullet and pay what I owe. At least now I know for sure.

•If you can't pay it all at once, the IRS has payment plan options that aren't too bad. Better than ignoring it.

•Good to know, I'll look into that if needed. Really appreciate all the advice from everyone!
