The bottom line is that hours don't matter - it's all about earnings and meeting the monetary requirements. Sounds like with two jobs you probably qualify, but the only way to know for sure is to apply and let Washington ESD make the determination.
Remember to file your weekly claims on time once you're approved! Missing even one week can cause issues with your benefits.
One thing that helped me was calling the TeleClaim line instead of trying to do everything online. Sometimes it's easier to talk to a person, even if it takes a while to get through.
Just remember that unemployment benefits are taxable income. You can choose to have taxes withheld from your weekly payments or pay them when you file your tax return. Plan accordingly so you don't get hit with a big tax bill next year.
The psychological impact of identity theft is real too. Don't hesitate to talk to someone if you're feeling overwhelmed or anxious about this. It's a major violation and it's normal to feel upset about it.

Also remember that any freelance income you earn while collecting benefits needs to be reported on your weekly claims. They'll deduct it from your benefit amount, but you won't necessarily lose all benefits unless you earn over a certain threshold.
