Do you pay taxes for unemployment benefits in Washington ESD?

I'm getting ready to file my taxes and just realized I might owe money on my unemployment benefits from last year. I received about $8,200 in UI payments from Washington ESD and I'm not sure if this counts as taxable income. Should I have been paying taxes on this throughout the year?
