PA UC approved payments showing as 'partial check' but nothing received after a week - no ReliaCard

Just checked my husband's PA unemployment account after basically giving up on it (was stuck in review forever). Surprisingly, it shows he was approved for 2 payments! The system says payment was issued on the 13th as a 'partial check', but we haven't received anything yet and it'll be a full week tomorrow. He doesn't have an active ReliaCard and nothing was deposited to his bank account either. How long should these checks take to arrive in the mail? Is 'partial check' different from regular payment? Really hoping this money comes soon since we've been struggling without it for months while his claim was under review.

partial check usually means they withheld some taxes or there was some deduction. if it was processed on the 13th you should give it at least 7-10 business days to arrive by mail. they're really slow with mailing checks now. did he select paper check as his payment option when he set up the claim?

Thanks for responding! I think paper checks were selected by default since he never set up direct deposit or got a ReliaCard. I was hoping it would come faster since we're pretty desperate at this point after waiting so long for the claim to be approved. Guess we'll just have to wait a few more days.

The 'partial check' status typically means one of several things: 1) taxes were withheld, 2) there was a partial reduction due to reported earnings, or 3) there was a deduction for an overpayment recovery. Regarding the timeline, Pennsylvania UC paper checks are currently taking 7-10 business days to arrive after the payment date shown in the system. Since the payment was issued on the 13th, I would expect it to arrive by the 24th-25th at the latest. If you don't receive it by then, you should contact the UC office to see if there was an issue with mailing.

Thank you for the detailed explanation! We didn't report any earnings and there shouldn't be any overpayment, so it must be tax withholding. We'll wait until the 25th before panicking.

One thing to double check - make sure your address is correct in the system!!! My husband had a similar situation and we found out they had our old address from 2 years ago. The check went there and our mail forwarding had expired. You can update the address online if needed but then you'll have to wait for them to reissue the payment which is another whole headache.

Omg this EXACT thing happened to me! I had to wait an extra 3 weeks to get my money bc the check went to my old place and then got sent back to UC. The system is so broken 🤦‍♀️

Just checked and the address is correct thankfully. That would have been a nightmare since we moved last year! Thanks for the heads up though, I hadn't even thought about that possibility.

If you're still having trouble getting through to PA unemployment to check on the status of these checks, you might want to try a service called Claimyr. I was in a similar situation with missing payments and couldn't get anyone on the phone for weeks. Their service connected me to an actual UC agent in about 25 minutes after trying for days on my own. Check out their demo video: https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2 or go to claimyr.com. It helped me resolve my missing payment issue without spending days redialing.

Does that service really work? I've been trying to get through about my husband's benefit year ending issue for 2 weeks!

It worked for me! I was skeptical too but got through to someone who actually fixed my issue on the first try. Saved me days of calling.

When you see "partial check" on the PA unemployment system, it typically means one of two things: 1. A portion of the benefit amount was withheld for federal taxes (if your husband elected to have taxes withheld) 2. There was a partial reduction based on part-time earnings reported Regarding the delivery timeline, Pennsylvania UC is currently experiencing mail delays with paper checks. Standard processing time is 5-7 business days, but recently I've seen many claimants reporting 10-12 business days for receipt. One important note: for security reasons, the first UC payment often comes as a paper check even if direct deposit was selected. Subsequent payments would then go to the bank account. However, if no bank information was entered, all payments will come as checks. I recommend waiting until the full 10 business days have passed (around the 27th), then contacting UC if you haven't received it. You can also consider setting up direct deposit for future payments to avoid mail delays.

This is so helpful, thank you! He did select tax withholding so that explains the partial check status. We'll definitely set up direct deposit once we get the first check and verify everything is working correctly. The waiting is just so stressful after months of nothing happening with his claim.

THE PA UNEMPLOYMENT SYSTEM IS ABSOLUTELY HORRIBLE!!!! I had this EXACT same problem last month and my check never showed up!!! Had to call them 47 times before I got through and they said they had to "reissue" it which took ANOTHER 2 weeks!!! This state's UC is a complete joke and they don't care at all about people suffering!!!

Oh no, that's really concerning. Did they explain why your check never arrived? I'm getting anxious now that the same thing might happen to us.

They claimed it was "lost in the mail" but I think they just never sent it!!! Make sure you DOCUMENT EVERYTHING and call them if it doesn't come in exactly 10 business days. Don't let them tell you to wait longer!!

one thing no one mentioned... sometimes when they say "partial check" it means they found an issue with some weeks but approved others. my bf had his claim stuck for 3 months then they finally approved 4 weeks but denied 3 others because of "insufficient information" whatever that means lol... might be worth checking if all the weeks claimed were approved or just some

That's a good point! Looking at his portal more carefully, it does show 2 weeks approved but there are 6 more still listed as "pending" from the time his claim was under review. I guess that might be what's happening? Did your boyfriend ever get those other weeks resolved?

yeah after like another month of emails and calls... it's like they make it hard on purpose 🙄 def keep following up on those pending weeks!

my cousin works for the post office and says they are super behind on mail delivery right now so maybe thats why its taking so long

UPDATE: The check finally arrived today! It took exactly 9 business days from the payment date. Thanks everyone for your help and advice. Now we're going to set up direct deposit for future payments and try to figure out why those other weeks are still pending. This whole unemployment system is so confusing and stressful.

Great news! Yes, definitely set up the direct deposit for future payments - it typically processes 2-3 days faster than paper checks. For those pending weeks, I suggest uploading any additional documentation you might have (pay stubs, separation notice, etc.) to your dashboard, as that often helps resolve pending issues faster than waiting for them to request specific documents.

That's a smart idea about uploading extra documentation. We'll gather everything we can find and upload it this weekend. Thanks again for all the helpful information!

Glad to hear the check finally arrived! I went through a similar situation a few months ago where my payments were stuck in review for ages. One tip for those pending weeks - if you haven't already, try calling the UC service center first thing in the morning around 8am. I had better luck getting through early before the lines get swamped. Also, make sure you keep filing your weekly certifications even for those pending weeks, otherwise they might deny them for "failure to claim." The whole system is definitely a mess but at least you got some money coming in now!

Thanks for the tip about calling at 8am! I never thought about timing mattering that much. We've definitely been keeping up with the weekly certifications - learned that lesson from reading horror stories on here about people losing weeks because they stopped filing. It's crazy how many little rules and gotchas there are with this system. At least now we know the checks do eventually come, even if it takes forever!
