PA UC claim approved but payment stuck as 'partial check' for weeks - no money after 13 weeks!
I'm seriously at my wits end with PA unemployment! I've been filing my weekly claims for 13 WEEKS STRAIGHT and haven't received a single payment yet. Finally got through to someone at week 12 who "expedited" my claim and I was approved last Wednesday. The rep specifically told me the money would hit my direct deposit by Friday (1/19/25), but nothing showed up. Called again Friday and another rep said it would come through on Sunday (1/21/25) which seemed weird since it's a weekend. Now when I check my payment status online it says "partial check" but the lady on the phone insisted it would still get direct deposited? Has anyone experienced this "partial check" status before? What does it even mean? I'm going into week 14 with absolutely zero income and my landlord is threatening eviction. This is insane.

The "partial check" status usually means there's an offset against your payment - like child support, overpayment collection, or some other deduction. It doesn't necessarily mean it won't be direct deposited, but it does mean you're not getting the full amount you qualified for. Did you have any outstanding overpayments from a previous claim or any court-ordered deductions?

omg the EXACT same thing happened 2 me last month. approved then nothing for like 2 more weeks. the partial check thing means their gonna send u a paper check instead of direct deposit alot of times. mine took like 10 more days to come in mail

Unfortunately, getting through on the phone can be extremely difficult. Have you tried checking your payment history on the UC portal? Sometimes it will show the payment method and status there.

I've been trying to call them every day this week and can't get through at all! Just busy signals or the automated message saying call volume is too high. It's so frustrating because I was finally approved and now I'm still waiting with no idea what's happening.

I recently had an issue contacting PA UC about a similar payment problem. After days of busy signals, I found a service called Claimyr that helped me get through to an actual human at unemployment. •It worked for me! I got through in about 2 hours instead of days of trying. The UC rep I spoke with said the "partial check" status often happens with first payments because they sometimes verify direct deposit info by sending a paper check first. After you cash that first check successfully, future payments usually go to direct deposit without issues.

THE PA UNEMPLOYMENT SYSTEM IS COMPLETELY BROKEN!!!! I waited 16 weeks last year for payments and almost lost my apartment. The workers there dont care at all. When you finally get thru they transfer you 50 times and then hang up on you. Its criminal what there doing to people!!!

•Mine said partial check for 2 weeks then changed to full check then nothing for another month!!! They said it was a "system glitch" but i think they just dont want to pay people. I had to call my state rep to finally get it fixed.

when you got approved did you set up the Money Network card or did you only enter direct deposit info? sometimes if you don't specifically decline the debit card option they default to sending the Money Network card for first payment and then switch to direct deposit for future payments. check your mail really carefully, those cards come in plain white envelopes and look like junk mail.

Just to follow up on what others have said - in Pennsylvania, the first UC payment is often issued as a paper check regardless of your selected payment method. This is a verification measure. Once that first payment is processed successfully, future payments should follow your preferred method (direct deposit). The "partial check" status could just be their system's way of indicating this initial paper payment. Also, if your claim was backdated for all 13 weeks, they may have hit the system limit for a single payment amount, which would trigger multiple payments - some as checks and some as direct deposit. This happens with large backdated amounts sometimes.

•Yes, ID.me verification is required for many PA UC claims now. Try doing the verification early in the morning (6-8am) or late evening (10pm-midnight) when fewer people are trying to connect with agents. Those times typically have much shorter waits for the video verification step.

UPDATE: I finally got through to someone at UC this morning! The rep explained that because my claim was backdated for 13 weeks, the total amount was too large for a single payment, so they're sending the first portion as a paper check. She said it was mailed on Monday and should arrive by the end of this week. The remaining payments will come via direct deposit once the check portion is processed. She also mentioned that the system sometimes defaults to paper checks for first-time claimants as a security measure. For anyone else dealing with this issue - keep checking your mail and be patient! Will update when my check arrives.
