PA UC 1099-G form correction for fraud - can't get IRS to accept 2021 proof after 3 years

I've been stuck in this nightmare since 2021. Someone stole my identity and filed for unemployment in my name. They got about $7,200 that I never saw a penny of. Then tax time rolled around and I got a 1099-G form showing I received all this money I never got! PA UC sent me letters confirming the fraud case, but here's the problem - they never issued a corrected 1099-G form. Now the IRS is breathing down my neck wanting me to pay taxes on "income" I never received! I've called PA unemployment literally 40+ times, sent emails, uploaded documents to my dashboard, even tried visiting an office in person. I have the fraud confirmation letters but the IRS says they need an official corrected 1099-G. Has ANYONE successfully gotten PA to issue a corrected 1099-G after fraud? What department actually handles this? I'm desperate and tax season is here again reminding me of this mess.

You need to contact the Fraud Investigation Unit directly, not the regular UC service center. They're the ones who can issue corrected 1099-G forms. Call 1-800-692-7292 and specifically ask for the Fraud Unit. I had something similar happen (though much smaller amount) and it took persistence but they eventually fixed it. Make sure you have your case number from those fraud confirmation letters ready when you call. Also, keep a detailed log of all communication with dates, names, and what was discussed - this will help if you need to escalate.

Thank you for this! I've been calling the main number this whole time and getting nowhere. Did you have to provide any specific forms when you finally got through to the Fraud Unit? And how long did it take them to issue your corrected 1099-G after you reached them?

omg this happened to me to!! some1 stole like $5k using my info in 2021 and i still havent got it fixed with irs. did u ever file a police report? they told me i needed one but the police said they dont handle unemployment fraud wtf

Yes, I did file a police report but they basically told me the same thing - that it was a state issue not local. But I filed anyway and got a report number because I read somewhere that you need it for identity theft protection. Did you ever get a letter from PA UC confirming the fraud? That's the only thing I have but apparently it's not enough for the IRS.

THE PA UC SYSTEM IS A COMPLETE JOKE!!! I had fraud in 2020 and it took them TWO YEARS to fix my 1099!! Keep calling and demanding to speak to supervisors. Regular agents will just tell you they'll "make a note" and NOTHING happens. You need to get someone to actually take ownership of your case!!

I've never heard of this service before. I'm desperate enough to try anything at this point. Did they actually resolve your 1099-G issue or just connect you to someone? I've reached agents before but they always say they can't help with tax documents.

That's a good point. I've been calling it fraud but maybe I need to specifically say identity theft every time. And yes, I've had to file amended returns every year while waiting for this to get resolved. So frustrating!

happened to my cousin last year his was only like 2000$ but he ended up having to go to his state representatives office they have people who can cut through the red tape for constituents good luck

With the IRS: File Form 14039 (Identity Theft Affidavit) AND write a detailed letter of explanation with your tax return. Include copies (never originals) of the PA UC fraud confirmation letters. Thank you for this detailed advice! I did file the Form 14039 back in 2021 when this first happened, but I haven't been including copies of the fraud confirmation letters with my tax returns. I'll definitely do that this year. And I'll ask my employer if they have any documentation - that's a great idea I hadn't considered.

I finally got through yesterday using that Claimyr service someone mentioned! The agent connected me with the Fraud Investigation Unit and they confirmed they can issue a corrected 1099-G. They said it should take 4-6 weeks, but at least it's finally in process. I also contacted my state rep's office as a backup in case it doesn't come through. Thank you all for the help - I was ready to give up!
