PA UC Identity Theft & 1099 Tax Nightmare - Claim Hijacked Since October

I'm at my breaking point with PA Unemployment. Someone stole my identity and has been collecting MY unemployment benefits since early October! I haven't received a single payment for 3+ months, and now the final blow - just got a 1099-G form showing over $6,400 in benefits that I NEVER RECEIVED! The thieves got all this money while I've been struggling to pay bills. Now I can't even file my taxes properly because the IRS thinks I received all this money. I've called UC at least 25 times and never get through. I've sent messages through the portal with zero response. Has anyone dealt with identity theft on their PA UC claim and actually resolved it? What do I do about this incorrect 1099? I'm desperate!

This happened to me last year - it's absolutely awful but there IS a process to fix this. First, file a fraud report immediately at uc.pa.gov/fraud. Then you need to request a corrected 1099-G by calling the UC service center at 888-313-7284 and specifically tell them it's for a fraudulent 1099-G. Also file a police report and get documentation. When you file your taxes, do NOT report the fraudulent income. The IRS has procedures for identity theft victims - you'll need to fill out Form 14039 (Identity Theft Affidavit). Keep copies of EVERYTHING.

Thank you so much for the detailed steps! I've been trying that UC number for weeks but it's always busy. Did you actually manage to get through to them? I'll definitely file the fraud report today and get a police report. Do you know how long it took for them to send a corrected 1099-G?

7 MONTHS?? I can't wait that long! Did your neighbor get all their missing payments eventually? My rent is already late and I'm borrowing money from family just to keep the lights on.

I work with identity theft cases and here's what you need to do immediately: 1. File an identity theft report with the FTC at IdentityTheft.gov 2. Contact all three credit bureaus to place a fraud alert 3. File the UC fraud report as mentioned above 4. Request a benefit payment audit through your PA UC dashboard 5. For the 1099-G issue specifically, you need to request a corrected form by following instructions at https://www.uc.pa.gov/unemployment-benefits/fraud/Pages/1099G-Correction.aspx The key is documentation. The system is overwhelmed but these cases do get resolved with persistence.

Thank you for these steps! I've done the FTC report but wasn't sure about the credit bureaus. I tried looking for a benefit payment audit option in my dashboard but can't find it anywhere. Is it under a specific menu? And that 1099 correction link is exactly what I needed!

I had my identity stolen too but it wasn't unemployment it was my credit card and it took FOREVER to fix. The whole system is rigged against us regular people. The thieves get away with everything while we suffer. Good luck getting anyone at UC to even acknowledge your existence.

While credit card fraud is definitely frustrating, UC fraud is a different process. OP needs to focus specifically on the UC fraud department and the 1099-G correction process, which actually does work - it just takes time. It's critical to follow the specific unemployment fraud procedures rather than general identity theft protocols.

After struggling for WEEKS to reach someone at PA UC about a similar issue (not identity theft, but incorrect payment amounts), I finally got through using Claimyr. It's a service that basically calls PA UC for you and gets you in the queue, then calls you when they have an agent on the line. Totally worth it since I had been trying for like 12 days straight with no luck. Their website is claimyr.com and they have a video showing how it works: https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2 You NEED to talk to a real person for identity theft issues. Sending messages in the portal just doesn't work for serious problems.

I've never heard of that before! At this point I'd try anything. Did they actually resolve your issue when you got through? I'm worried they'll just tell me to wait or fill out forms I've already completed.

YOUR NOT ALONE!!!! This is what happened to me: - Identity stolen in Sept - No payments for 11 weeks - Got 1099-G showing $8,550 I never got!!!!! - Called 100+ times - Sent 12 messages in portal - FINALLY got thru after waiting 4 HOURS on hold - Took another 6 weeks but they fixed it all! DON'T GIVE UP! Keep calling! Ask for a supervisor! Demand a FRAUD INVESTIGATOR! The regular agents don't know what to do with these cases. YOU NEED A SUPERVISOR OR FRAUD TEAM!!!!

This gives me hope! Did you eventually get all your back payments too? And did they send you a new corrected 1099-G or just a letter explaining the situation? I'm worried about the IRS coming after me if I file without reporting what's on the incorrect 1099.

I used the Claimyr service I mentioned and finally got through to PA UC yesterday. The agent confirmed that they've been seeing a huge spike in identity theft cases since December. She said to make sure you specifically request the "Identity Theft and Imposter Fraud Package" which is a specific set of forms they need to process. Also, they have a special email just for 1099-G corrections: UCFraud1099@pa.gov - put "1099-G CORRECTION REQUEST - IDENTITY THEFT" in the subject line.

Thank you! I just checked out Claimyr and signed up. Got a callback scheduled for tomorrow morning. I'll definitely ask for that specific fraud package and use that email address. Really appreciate everyone's help!

Just wanted to share that I went through this exact situation last year. After filing all the fraud reports, I ended up having to go to my state representative's office for help. They have staff dedicated to helping constituents with UC issues and they got my case escalated within days. I had a corrected 1099-G within 3 weeks and started receiving my proper payments about 2 weeks after that. Don't forget this option if you hit more roadblocks!

THIS!!! My state rep was the ONLY reason I got my issue fixed too! They have direct contacts at UC that regular people don't have access to. GREAT advice!!!

Quick update on the tax implications: Even while you're waiting for a corrected 1099-G, you can still file your taxes. The IRS recommends only reporting income you actually received. Include a statement explaining that you've reported suspected unemployment fraud to the state and have requested a corrected 1099-G. Keep documentation showing you reported the fraud. The IRS has procedures in place for these situations, especially since fraud has increased dramatically in recent years.

That's a relief to hear. I was worried about filing without matching what's on the 1099-G. I'll definitely include a detailed explanation and copies of all my fraud reports. Thank you!

One last tip: Make sure you take screenshots of EVERYTHING in your UC portal now - claim status, message history, payment records, everything. Sometimes these records change or disappear during fraud investigations. Those screenshots could be crucial evidence later, especially if you need to prove you never accessed the stolen funds.

Great idea! I just took screenshots of all my portal pages and saved them. Also printed out all the emails I've sent to the fraud department. I have a good feeling that with everyone's advice here, I'll finally get this resolved. Will update once I make progress!
