Just to add to my earlier comment - if your husband filed online, he should verify that his ID.me verification went through properly. Many claims get stuck because of ID verification issues. Also, having him continue to file weekly will ensure he gets all back pay once approved, and it keeps his claim active in the system.
After seeing all these responses, I highly recommend your husband try to speak directly with an agent. That's the fastest way to find out if there's a specific issue or if it's just in the normal queue. When I finally got through, they found a simple issue that was holding everything up. It's worth the effort to make contact rather than just waiting and hoping.
You're right, I think he needs to be more proactive about this. He's tried calling a few times but gives up after being on hold. I'll let him know about the Claimyr option you mentioned. At this point, we just need some answers.
One more bit of advice for your hearing: if your employer brings up any new accusations during the hearing that weren't part of their initial appeal, you can request a continuance (basically a postponement) so you have time to prepare a response to these new allegations. Judges will typically grant this if the employer tries to introduce completely new reasons for termination during the hearing.
I finally resolved my IDme issue last month after similar frustrations. Here are the exact steps that worked for me: 1. Complete a new IDme verification through their website directly (not through the PA UC portal) 2. After verification, take screenshots of your completed verification and confirmation 3. Email those screenshots to UCHelp@pa.gov with your claim number in the subject line 4. Call the PA UC number at exactly 7:59am (right before they open) - this increased my chances of getting through 5. When connected, ask specifically for a "manual synchronization of IDme verification" It took about 4 days after these steps, but my claim finally processed. Hope this helps someone else stuck in this nightmare!
UPDATE: Finally got through using the Claimyr service mentioned above! After 4 weeks of nothing, I had a PA UC rep on the phone within 45 minutes of trying Claimyr. The rep confirmed my IDme verification was actually complete on their end but hadn't updated in their system. She manually released my claim and my payment should process in 2-3 business days. For anyone else stuck in this mess, getting to an actual human was the only solution. The rep said they're seeing tons of these "stuck in verification" issues and only a live person can fix them. Worth every penny to not spend weeks more waiting!
This is exactly what I've been saying! The system is DESIGNED to create these obstacles. Glad you got through but it's ridiculous you had to pay a third-party service to access a government benefit you're entitled to. The whole system needs to be rebuilt from scratch.

This helps if you end up with the same issue during your benefit year, as they can see it was previously resolved.
Quick update for everyone: legislative inquiries are currently taking about 12-15 business days to process according to what my rep's office told me last week. This is longer than it was a few months ago (was 7-10 days). They're prioritizing claims with impending evictions or utility shutoffs, so definitely mention if that applies to your situation. Also, make sure your state rep's office submitted an actual "legislative inquiry" and not just an email. There's a specific process they need to follow for it to get properly expedited.

PA UC is such a mess with their systems. I bet that 2011 overpayment isn't even real!!!! Their computer systems are so old they probably have errors all over the place. My friend had something similar happen and when she FINALLY got someone on the phone they admitted it was a system error from when they upgraded their computer system in 2017. But good luck getting anyone to answer the phone to fix it!!

They should provide a breakdown showing the weeks paid, any deductions for the overpayment, and the net amount. If anything looks incorrect, you'll want to contact them immediately. Also, for anyone dealing with overpayments, you can request a Statement of Overpayment Account by calling or writing to the Overpayment Collection Unit. This will show exactly what you owe and the history of the overpayment. Very helpful if you're questioning an old debt.
