i gave up calling and went to the careerlink office in person. took 3 hours waiting but they have a direct line to UC. got it fixed that way. just bring ur ID and social security card
UPDATE: Finally got through to someone at UC this morning! For anyone else having this problem - you need to specifically ask them to check your "AROP Status Flag" which got stuck due to the system update. The rep fixed it in minutes and I was able to reopen my claim right away. One week of benefits lost but at least it's working now. Thanks everyone for the help!

I've decided to try calling them using that Claimyr service to get an official answer, and also to run the calculations for both September and October filing to see which would be better for my base year. I'll update once I know more in case it helps someone else in the future!
