One last suggestion - check if your claim crossed over a quarter boundary. PA UC sometimes needs to recalculate benefits when a new quarter starts because they look back at different months for your base period. This can sometimes trigger a redetermination that looks concerning but is actually just administrative. Regardless, definitely pursue both the appeal and trying to reach someone by phone. Document everything, including all your attempts to contact them. If you do need to appeal, having a record of your attempts to resolve the issue will help your case.
PA Unemployment is THE WORST government agency I have EVER dealt with in my life!!!! They still owe me $4800 from 2020 and I've given up completely. Been trying for literally 5 YEARS with no resolution. The whole system is DESIGNED to make people give up on getting money they're legally entitled to. Save yourself the stress and mental health damage and just write it off as a loss. Not worth the endless hours of frustration for money you'll probably never see.
I understand the frustration, but I'd encourage you not to give up. The process I mentioned above with Form UC-46A worked for me after 4 years of trying. The key is getting out of the regular customer service loop and into the formal appeals process where they're legally required to review and respond.
Based on what I'm seeing in this thread, the OP should take these specific steps: 1. Complete Form UC-46A (Appeal) citing "administrative error - failure to process acknowledged adjustment" 2. Include copies of all documentation showing PA UC acknowledged the underpayment 3. Reference the specific regulation in the 2020 BRI handbook about correction timeframes 4. Submit via certified mail with return receipt 5. If no response in 30 days, contact your state representative's office - they have liaisons at UC who can escalate The backlog from 2020 is still being worked through, but claims with proper documentation are being resolved.
Thank you for these clear steps! I'm going to follow this exact process. One question - should I also continue trying to call them while the appeal is processing, or just wait for a response to the form?
Once you've submitted the UC-46A, the claim enters a different processing queue. Calling regular customer service likely won't help at that point as they won't have visibility into the appeals process. However, after 2-3 weeks, you can call the UC Appeals office directly at their separate number (check the PA UC website for the current appeals phone line) to confirm receipt and check status.
UPDATE: You all are amazing!! I tried converting my files to PDF and it WORKED!!! The system finally accepted my appeal documents. I also went ahead and mailed a paper copy certified mail just to be safe like someone suggested. Thank you everyone for your help - I was having panic attacks over this!
Great news! Smart move sending the paper copy too - always good to have backup with PA UC. Make sure you keep checking your dashboard and email for updates on your appeal status. They should send confirmation within 7-10 days that they received it.
For anyone else who finds this thread with similar issues: Error 406 in the PA UC system typically means one of four things: 1. File format incompatibility (convert to PDF) 2. File size too large (keep under 4MB) 3. Account verification incomplete (check ID.me status) 4. Browser compatibility issue (try Edge or Chrome in incognito mode) Always keep documentation of your attempts to file, and remember that paper appeals are still valid as long as they're postmarked by your deadline date.
When my hearing happened four years ago my employer said they wouldn't attend but then showed up last minute!! Be prepared for that possibility too. The UC system is such a mess sometimes I swear... I had a completely different issue though (quit for health reasons) so maybe not relevant to your case sorry
make SURE ur on time to ur own hearing!!! my roomate was 5 min late to his phone hearing & the ref noted it in the decision against him (ironic since it was about tardiness lol). and DONT talk over the referee or interrupt even if the employer isnt there
Omg that would be awful! I'm planning to be at least 30 minutes early. Is yours in person or phone? Mine is at the UC office.

i had the audit for new hire thing too and what actually happened was my previous employer told them i quit when i was actually laid off!!! make sure u check with ur previous employer what they told UC cuz sometimes they lie to avoid their UI tax going up. it took me going to a hearing to finally get my money (like 3 months later).

•Oh wow, I didn't even think about that possibility. I'll try to reach out to HR at my previous job and see if they'll tell me what they reported. I was definitely let go during my probationary period, but maybe they reported it differently. Thanks for the tip!

Just to add one more important point - make sure you're checking both your dashboard AND your physical mail. PA UC often sends determination letters via regular mail that don't show up in the online system. And sometimes they'll send requests for additional information this way too. If you miss responding to one of these, it can further delay your claim.

•That's a good point - I've been obsessively checking my mailbox too, but haven't received anything from them. I'm going to try the appeal process mentioned above and also try to check with my previous employer to see what they reported. If those don't work, I might try that Claimyr service someone mentioned just to finally talk to a real person. Thanks everyone for the suggestions!
