PA UC appeal system error blocking me - deadline in days! Help!

I'm seriously freaking out right now! My appeal deadline is coming up in just a few days and the PA UC online appeal system keeps giving me some error code whenever I try to submit it. I've been battling with this stupid website for almost 3 WEEKS! Called the unemployment office twice and the representatives just keep telling me to 'do it online' like I haven't been trying that already! Nobody actually listens when I explain that the system literally won't let me submit anything. It's like talking to a wall. Has anyone else dealt with this appeals system error? What did you do? I'm worried I'll miss my deadline and lose my benefits completely!

What exactly is the error code you're getting? Sometimes those errors have specific meaning and require specific fixes. Also, when you called, did you get through to an actual claims examiner or just a first-level customer service rep? The regular reps often can't help with technical issues. If your deadline is that close, you might want to consider mailing a paper appeal with delivery confirmation to protect your appeal rights while you sort out the technical issues.

It says Error 406 something about 'not acceptable' when I try to upload my supporting documents. I only got through to the basic reps I think. I didn't know paper appeals were even an option!!! Where do I mail it to?? Will they actually accept it??

same thing happened to me last month!! the online system is GARBAGE. error codes all day. wasted so much time trying to fix it myself. you gotta call and specifically ask for a tier 2 support person who can help with appeal submission errors. don't take no for an answer!!

Thanks for sharing your experience. Did you eventually get through to a tier 2 person? How long did it take? My deadline is literally THIS FRIDAY!

I've been on PA unemployment 3 times in the last 4 years and every single time there's some kind of system issue. My brother-in-law works in IT and he says their whole system is running on technology from like 2003. It's ridiculous how they expect people to use a system that barely functions. My last claim I had to appeal because they said I didn't do my work search activities even though I definitely did and logged them all. The appeal system wouldn't let me submit either. So frustrating.

While that may be true about their systems, this doesn't really help OP with their immediate deadline problem. Let's try to focus on solutions.

Here's what you need to do immediately to protect your appeal rights: 1. Mail your appeal via CERTIFIED mail with RETURN RECEIPT to: PA UC Appeals PA Department of Labor & Industry 651 Boas Street, Room 1116 Harrisburg, PA 17121 2. Include a cover letter explaining you've been unable to file online due to Error 406 3. Include ALL supporting documentation 4. Take photos of everything before mailing 5. Keep your certified mail receipt This preserves your appeal rights as long as it's postmarked before your deadline. PA UC is required to honor appeals received by mail even if they prefer online filing.

THANK YOU! I'm going to the post office first thing tomorrow morning. Do you think I should still keep trying the online system too just in case?

I had a similar issue with the appeals system earlier this year. The Error 406 usually means there's something wrong with the file format you're trying to upload. Try converting your documents to PDF if they aren't already, and make sure each file is under 4MB. The PA UC system is super picky about file types and sizes.

OMG I think you might be right! I was trying to upload screenshots from my phone which might be in the wrong format. I'll try converting everything to PDF tonight. Thank you!

When I couldn't get through to anyone at UC after calling for DAYS about my appeal, I finally used this service called Claimyr (claimyr.com). They basically get you through to an actual PA UC agent without all the busy signals and waiting. They have a video showing how it works: https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2. It was the only way I could talk to someone who actually had authority to help with my appeal issue instead of just telling me to "try online."

is that service legit? sounds sketchy to me. why should we have to pay extra just to talk to UC?? the whole system is rigged i swear

It's definitely legit - they don't do anything shady, just help you get through the phone system. I was skeptical too but I was desperate after trying for over a week. The agent I got through to was actually able to see the error in the system and manually accepted my appeal documents.

Just want to add that Error 406 is usually related to either incorrect file format OR your PA UC account might be missing some verification elements. In my experience, if your ID.me verification isn't 100% complete, the system will reject document uploads with cryptic error messages. Double-check your dashboard to make sure there aren't any pending verification items.

I didn't even think to check my ID.me status! I vaguely remember getting an email about that but I thought it was spam. Going to check that right now.

UPDATE: You all are amazing!! I tried converting my files to PDF and it WORKED!!! The system finally accepted my appeal documents. I also went ahead and mailed a paper copy certified mail just to be safe like someone suggested. Thank you everyone for your help - I was having panic attacks over this!

Great news! Smart move sending the paper copy too - always good to have backup with PA UC. Make sure you keep checking your dashboard and email for updates on your appeal status. They should send confirmation within 7-10 days that they received it.

awesome!! this forum is the only place that actually helps with this stuff. the UC people themselves are useless

For anyone else who finds this thread with similar issues: Error 406 in the PA UC system typically means one of four things: 1. File format incompatibility (convert to PDF) 2. File size too large (keep under 4MB) 3. Account verification incomplete (check ID.me status) 4. Browser compatibility issue (try Edge or Chrome in incognito mode) Always keep documentation of your attempts to file, and remember that paper appeals are still valid as long as they're postmarked by your deadline date.

This should be pinned somewhere! I spent weeks stressing about this when it was just a file format issue. The UC website doesn't explain any of this clearly.
