You can submit appeals by mail or fax, you don't have to do it through the portal. Look for UC-46A form on the PA UC website. Fill it out, include your determination ID number (should be on the denial letter), and make sure to clearly explain the misreporting issue. Mail it with certified mail so you have proof it was submitted before the deadline. Keep the tracking number and take photos of everything you send.

THE WHOLE SYSTEM IS DESIGNED TO MAKE YOU GIVE UP!!!! They lock us out, make it impossible to reach anyone, and then deny benefits when we miss deadlines. Did you try the option to reset your PIN through the automated phone system? That worked for me when I got locked out. You call the regular UC number, select the option for PIN services (I think it's like option 2 or 3), and then follow the prompts. It doesn't require talking to an actual person.
