Locked out of PA UC account with pending appeal deadline - need help ASAP!

I'm in a serious bind and panicking a bit. Got locked out of my PA unemployment account after too many failed login attempts (my fault, I know). The problem is I have an appeal I need to submit by THIS FRIDAY for a determination that denied my benefits over a quit that was actually a layoff. The employer reported it wrong! Each time I try to reset my PIN it says my information doesn't match their records. I've called the PA UC number at least 30 times today and either get a busy signal or the automated message saying they're too busy. Has anyone dealt with being locked out while facing an appeal deadline? Is there some way to submit an appeal without accessing my online account? My bills are stacking up and I REALLY need to get this appeal filed before the deadline passes!

You can submit appeals by mail or fax, you don't have to do it through the portal. Look for UC-46A form on the PA UC website. Fill it out, include your determination ID number (should be on the denial letter), and make sure to clearly explain the misreporting issue. Mail it with certified mail so you have proof it was submitted before the deadline. Keep the tracking number and take photos of everything you send.

Thank you! I didn't realize I could mail it in. Do you know exactly where I can find the form? Is it downloadable from the main UC website? Also, do you think regular mail will be enough or should I try to find somewhere to fax it too just to be safe? I'm really worried about missing the deadline.

same thing happened 2 me last month!!! dont worry abt the account thing just yet, focus on the appeal first. the account lockout is annoying but not as important as getting ur appeal in

Did you end up getting your appeal submitted in time? How long did it take to resolve the account lockout after that?

I was in the same boat 2 weeks ago - couldn't access my account and had an appeal deadline. I tried calling PA unemployment for DAYS with no luck. I was about to lose my mind until I found Claimyr.com which connected me to an actual UC agent in about 40 minutes (not kidding). They helped me unlock my account AND submit my appeal all in one call. Check out how it works here: https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2 Seriously saved me from missing my deadline. The rep also told me that account lockouts have been super common lately with all the system updates they're doing.

Is that service legit? Seems fishy they can get you through when nobody else can

Yes, it's completely legitimate. They basically use a system that keeps dialing until it gets through, then connects you. It's not cutting the line or anything shady - it's just automating the process of constantly redialing that most of us do manually. The UC staff are completely normal once you connect, and they don't even know you used a service to reach them.

Just to add some accurate information: the appeal deadline is absolutely critical and there are multiple ways to submit it: 1. Online through your UC portal (which you can't access right now) 2. Mail to the address on your determination letter (certified mail recommended) 3. Fax to the number on your determination letter 4. In-person at a PA CareerLink office (they can help with submitting appeals) For the account lockout, besides calling, you can also visit a CareerLink office in person with your ID to get help with account access issues. Sometimes face-to-face is faster than phone support. Make sure you bring ID and your determination letter.

Thank you so much! I didn't think about CareerLink. There's one about 30 minutes from me. I might try that tomorrow if I can't get through on the phone today.

THE WHOLE SYSTEM IS DESIGNED TO MAKE YOU GIVE UP!!!! They lock us out, make it impossible to reach anyone, and then deny benefits when we miss deadlines. I've been fighting with PA unemployment for MONTHS. You literally cannot get through to them by phone anymore - it's not just you. And then they blame US when we can't submit things on time. It's completely rigged against workers.

Did you try the option to reset your PIN through the automated phone system? That worked for me when I got locked out. You call the regular UC number, select the option for PIN services (I think it's like option 2 or 3), and then follow the prompts. It doesn't require talking to an actual person.

I tried that but it says "your information cannot be verified" and transfers me to a live agent... who I can never reach because the call volume is too high. It's so frustrating!

Here's the direct link to the appeal form: https://www.uc.pa.gov/Documents/UC_Forms/UC-46A.pdf And yes, I'd recommend both mailing it certified AND faxing it if possible. Libraries and some shipping stores offer fax services. The key thing is documentation - take pictures of the completed form and any fax confirmation sheets or mail receipts. If there's ever a question about whether you submitted on time, having that evidence is crucial. For your account lockout, try calling right when they open at 8:00 AM. That's generally when you have the best chance of getting through.

You're a lifesaver! I'll download this form right now and get it ready. Thank you so much for the direct link. I'll try calling at 8am sharp tomorrow too.

I just went through all this last month! My account got locked and I had an appeal to file for being denied benefits when I was actually laid off. I ended up just driving to the CareerLink office in [city] and they helped me submit the appeal right there. Took like 45 minutes total including wait time. Way easier than trying to call. Just bring your ID and determination letter.

UPDATE: I got my appeal submitted! Used Claimyr this morning after trying to call for hours with no luck. Got through to an agent in about 30 minutes who unlocked my account AND helped me file the appeal electronically. They also noted in my file that I had been trying to submit before the deadline but was locked out. Such a relief! Now just have to wait for the actual appeal hearing I guess. Thanks everyone for your help!

Great news! For the appeal hearing, make sure you gather any evidence showing it was actually a layoff (emails, texts, termination notice, etc.). If you have any coworkers who were laid off at the same time, their statements could help too. Good luck!
