The PAT phone system should still be working during website maintenance, but as someone else mentioned, the call volume is going to be very high with the website down. You might be on hold for a long time.

UPDATE: Just finished my hearing and I think it went pretty well! The referee was actually very reasonable and let me fully explain my situation. She seemed particularly interested in: 1. My class schedule showing everything was asynchronous 2. My work search record (I had documentation for every week) 3. The fact that I had immediately reported my school enrollment She said I should receive a decision in 7-10 days. Fingers crossed! Thank you all for your advice - it helped me prepare much better than I would have on my own.
FINAL UPDATE: I WON MY APPEAL!!! Got the decision letter today - the referee ruled that my online education did NOT make me unavailable for work! The decision specifically mentioned that because my classes were asynchronous and I maintained consistent work search activities, I met the availability requirements under PA UC law. The $2,100 overpayment has been completely removed from my account. I'm so relieved I could cry. Thank you to everyone who helped me prepare!

PA Unemployment is THE WORST government agency I have EVER dealt with in my life!!!! They still owe me $4800 from 2020 and I've given up completely. Been trying for literally 5 YEARS with no resolution. The whole system is DESIGNED to make people give up on getting money they're legally entitled to. Save yourself the stress and mental health damage and just write it off as a loss. Not worth the endless hours of frustration for money you'll probably never see.
I understand the frustration, but I'd encourage you not to give up. The process I mentioned above with Form UC-46A worked for me after 4 years of trying. The key is getting out of the regular customer service loop and into the formal appeals process where they're legally required to review and respond.
Based on what I'm seeing in this thread, the OP should take these specific steps: 1. Complete Form UC-46A (Appeal) citing "administrative error - failure to process acknowledged adjustment" 2. Once you've submitted the UC-46A, the claim enters a different processing queue. Calling regular customer service likely won't help at that point as they won't have visibility into the appeals process. However, after 2-3 weeks, you can call the UC Appeals office directly at their separate number (check the PA UC website for the current appeals phone line) to confirm receipt and check status.

mine was about 45 minutes. referee was actually pretty nice and let me explain everything. make sure u have all ur documents ready to go and practice explaining your situation clearly. they record everything so try to stay calm and organized when u talk

what was ur appeal for? mine was for quitting my job but i had good reason (harassment) so they eventually approved it
