PA UC financial redetermination deleted my credit weeks - can appeal but confused

I'm completely frustrated with PA unemployment right now. I worked consistently from January 2024 to February 2025 at a manufacturing plant (13 months full-time). Got laid off and filed for UC, received 2 payments, then out of nowhere got a 'financial redetermination' letter. The letter says I'm financially eligible (showing my wages from the past year), but then there's this confusing part saying 'financial eligibility alone doesn't qualify you' for benefits. When I logged into my portal, ALL my credit weeks that were previously showing are GONE! Vanished! The notice mentions I can appeal their decision, but I'm not even sure what I'm appealing since it says I AM financially eligible? Has anyone else had their credit weeks disappear after a redetermination? Did appealing actually work? I've got bills due next week and this is stressing me out!

This happened to me last month! The same exact thing with the redetermination and the credit weeks disappearing. Super frustrating.

Did you figure out what caused it? I'm staring at my account right now trying to make sense of this.

The financial redetermination isn't your problem - it's likely there's a non-financial eligibility issue. When PA UC says "financially eligible but that alone doesn't qualify you" it usually means something else is blocking your claim. Common reasons include: 1. Quit/fired determination pending 2. Not meeting work search requirements 3. Availability issues (are you able and available for work?) 4. Potential fraud flag Check your dashboard for any "open issues" or look for mail/emails explaining the specific eligibility problem. The appeal is probably for whatever non-financial issue they've identified. Did you quit your last job or were you laid off? Were there any attendance problems or disciplinary actions before separation?

Thanks for the explanation! I was definitely laid off - production slowdown, 15 people got cut at once. They even gave us separation paperwork that said "layoff due to lack of work" so I'm really confused why there would be an issue. I don't see any specific "open issues" flagged in my account, but maybe I'm looking in the wrong place? The portal is so confusing.

Look for a section called "Claim Status" or "Issues and Determinations" in your dashboard. Sometimes PA UC doesn't clearly label the issue. Also check ALL mail/email from them - the actual reason could be in a separate notice. If you were part of a mass layoff and have documentation, this could be a simple system error. Do your weekly certifications mention anything about a pending issue when you submit them? The credit weeks disappearing usually means they've temporarily stopped calculating your benefit while they resolve whatever issue is pending. It doesn't necessarily mean you've lost eligibility permanently.

THIS IS SO TYPICAL OF PA UNEMPLOYMENT!!! They always do this - approve you initially and then take it all away with some cryptic message that makes no sense. I had THREE redeterminations last year alone. The system is RIGGED to deny benefits to eligible workers!!! They HOPE you'll get frustrated and give up on appealing so they don't have to pay you! DON'T GIVE UP!

I'm definitely not giving up! This money is the difference between making rent or not. Did your appeals work out eventually?

Yes after WEEKS of stress and calling constantly. I finally got through to someone who actually knew what was happening with my claim. The first 3 reps I talked to gave me completely different information! Such a broken system!!!

my cousin works at the unemployment office and she says they have a huge backlog right now so maybe your claim just got caught in the system and someone flagged it wrong. have you tried calling them?

I've tried calling about 20 times today. Either get a busy signal or that automated message saying call volume is too high and to try again later. It's impossible to get through!

If you're struggling to get through to PA UC on the phone, I'd recommend trying Claimyr. I was in a similar situation last month - needed to speak to someone ASAP about a redetermination issue and couldn't get past the busy signals. Claimyr connected me to a UC agent in about 20 minutes when I'd been trying for days on my own. They basically wait on hold for you and call when an agent is ready to talk. Saved me so much stress! Their website is claimyr.com and they have a video showing how it works: https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2

It worked for me - I was skeptical too but I was desperate. They called me back when they had an agent on the line. Took about 25 minutes which is way better than the days I spent trying on my own.

Two other things to check: 1. Make sure you're completing your work search activities and logging them every week. Even if there's another issue, failing to do this will create a new problem. 2. Double-check your separation information is correct. If your employer reported something different than "lack of work" (even by mistake), it could trigger an investigation. I recommend filing the appeal right away while you try to get through by phone. Appeals have deadlines (usually 15 days from the determination date), and you can always withdraw it later if you resolve the issue another way. Use the appeal form to clearly explain you were laid off due to lack of work with multiple other employees, and attach any documentation from your employer about the layoff.

Thank you! I'll definitely file the appeal today just to be safe. I've been doing my work searches each week (applying to at least 3 jobs) and logging them. I even have copies of all my applications. I'll mention all of this in the appeal.

When I finally got through to them about my disappeared credit weeks, they said there was a system flag because my employer contested something. Turned out my employer had checked the wrong box on their form! Complete accident but it froze my whole claim. An agent fixed it in 5 minutes once I actually reached someone.

That's good to know. I'm going to try calling again tomorrow morning right when they open. Maybe I'll have better luck then. If not, I might try that Claimyr service someone mentioned above.

my redetermination was cuz i didnt report some parttime work from my 2nd job. did u have any other jobs during the base year they might not know about?

No, just the one full-time job for the whole period. All my income was reported on my W-2 from them.

One last suggestion - check if your claim crossed over a quarter boundary. PA UC sometimes needs to recalculate benefits when a new quarter starts because they look back at different months for your base period. This can sometimes trigger a redetermination that looks concerning but is actually just administrative. Regardless, definitely pursue both the appeal and trying to reach someone by phone. Document everything, including all your attempts to contact them. If you do need to appeal, having a record of your attempts to resolve the issue will help your case.

That's a really good point about the quarter boundary! I filed in mid-March 2025, so that might be exactly what happened. I'll mention this when I finally get through to someone. Thanks for all your help!
