Do you have to call NY unemployment to complete a new claim? Been stuck for weeks

I filed a new unemployment claim in August after being laid off from my restaurant job. The online system said my claim was received but needed "additional review." It's been over 3 weeks now with zero updates. My account just shows "pending" when I check it. I've tried calling the regular number at least 15 times but can never get through - either busy signals or the automated system disconnects me after 30+ minutes on hold. A coworker who got laid off the same day already got approved and received her first payment last week! Is everyone required to actually speak with someone on the phone to complete a new claim? Or am I just stuck in some weird limbo? I've got bills piling up and my savings are almost gone. Any advice would be appreciated.

Yes, nearly EVERYONE has to call nowadays. The online system is basically just step 1. After you submit online, they have this "review" that never seems to end unless you call. I was in the exact same boat for almost a month before I figured this out.

Pro tip: call the different language lines and then when they get a translator just speak English. I called the Mandarin line and got through in 20 minutes. The regular English line is always jammed.

After trying for days I got through by calling at exactly 7:58am right before they officially open. If you call right as they open the queue is already full. You need to be in the system before the official opening time.
