so I see we're all living the same nightmare... the backpay system is criminal. took me 7 call attempts using claimyr.com before I got someone who actually knew what they were talking about. the first 6 agents had no idea how to handle backdating.
i work in a related field (not unemployment but similar govt agency) and I'll tell you a secret - the agents CAN see your backpay status but many don't know how to access that screen in the system. Ask specifically for someone who can check the "payment history backend" not just the regular payment screen.

My 1099G was missing too but showed up 2 weeks later randomly. Maybe wait a few days before panicking? The system is probably just backed up.
File an extension!!!! That's what I'm doing - my paperwork is all messed up too and I'm not dealing with an audit. You can get a 6 month extension easily and then have time to sort this out.
it took exactly 17 days for mine to come. the tracking number they gave me never worked either. just showed up randomly one day. hang in there!
I actually ended up going TO a KeyBank branch after waiting forever, and they were able to print me a temporary card on the spot that I could use until my permanent one arrived. Not all branches offer this service but worth calling around to check!

Just make sure to bring multiple forms of ID. They were super strict about verification.
If ur super desperate, I used a service called Claimyr to get thru to unemployment for a different issue. It costs money but they call and wait on hold 4 u then connect when a human answers. For me it was worth it cuz I was bout to lose my mind with the hold muzak. claimyr.com
Ok here's the DEFINITIVE guide to getting your 1099G because I went through this nightmare last month and finally succeeded: First, try the online system one more time but use a different browser (sometimes it's just a browser issue). If that fails, call 888-209-8124 exactly at 8:00am. Not 8:01, not 7:59. Exactly 8:00am when they open. When prompted, press 1 for English, then 3 for 1099G questions. If you get disconnected (likely), try again but this time try pressing different options. Sometimes the less obvious paths connect faster. If you STILL can't get through after multiple attempts, try these alternatives: 1. Email 1099G@labor.ny.gov with your request including full name, address, phone, last 4 of SSN 2. Use a service like claimyr.com that will wait on hold for you and call when an agent picks up 3. Contact your state representative's office for help 4. If all else fails and it's getting close to tax time, you can file without it using your bank records, but add a note explaining the situation DON'T give up! The squeaky wheel gets the grease with these government agencies.

Did your employer contest your unemployment claim? If they said you quit or were fired for cause, that would explain the delay and $0 balance.

After WEEKS of trying, found out from a friend that works at nysdol that they're massively backlogged because of their new computer system rollout. It's creating a ton of $0 claims that need manual review. The only way to get it fixed is to talk to a human.
