Does the letter give ANY reason at all? Even a code or section number? Look that up online. Sometimes its something simple you can fix by uploading a document or making a phone call to clarify something.
That section is about insufficient work history/wages in your base period. Did you work all 4 quarters before applying? If you started your job less than 18 months ago, that could be the issue.
Did you try contacting them through Twitter? Sounds weird but their social media team sometimes responds faster than phone support. DM them your issue (no personal info) and they might escalate it.
Been there. Waited 2 months just to have my claim vanish. I ended up using claimyr.com to get a rep on the phone and then I had to be SUPER specific about what happened. Use these exact words: 'My claim was archived during system maintenance and needs to be restored from the archive database.' They'll know exactly what to do if you say it that way.
I went through this last year. The most important thing is to file Form 14039 (Identity Theft Affidavit) with the IRS so they know not to come after you for taxes on benefits you didn't receive. Also file a report at identitytheft.gov which creates a personalized recovery plan.
Not just you, there's a HUGE wave of unemployment fraud happening in NY right now. My whole office got hit (5 people!). We all got tax forms for benefits none of us ever filed for. NY unemployment is completely overwhelmed with these cases.
This is why I always tell people to KEEP CALLING no matter what! The first agent rarely has the power or knowledge to fix complicated issues. You have to get to tier 2 support or whatever they call it. Congrats on getting your $$!
My issue turned out to be my former employer contesting my claim even though I was clearly laid off. The first 5 agents I spoke with never mentioned this - it wasn't until I reached someone competent that they actually told me what was happening behind the scenes.

U guys know that most claims are being automatically pushed thru the system right? Unless you have a specific issue that needs human intervention, u should just wait. The backlog is insane and calling 100 times just makes it worse for everyone.
