Try logging in at exactly midnight on Sunday when the system resets for the week. That's when the servers are least crowded and you might be able to get your certification through without errors. Worked for me!
After trying for weeks I finally just broke down and found another job because dealing with unemployment was a second full-time job itself. The system is broken beyond repair at this point.
Try calling your local unemployment office directly. Sometimes they can override the KeyBank hold. the numbers for local offices aren't posted prominently but you can find them with a bit of googling. I got helped way faster this way.
I just checked Twitter and apparently there's a system outage today that's affecting both the website and phones. Might explain why nobody can get through. They never announce this stuff officially tho 🙄

After weeks of trying, I finally used claimyr.com and got a callback from unemployment in less than an hour. The agent helped me complete the verification over the phone and released my payments the same day. Sometimes you just gotta bypass the broken online systems completely.
Not at all! It literally just holds your place in line and calls you when an agent is available. Saved me from waiting on hold for hours. My benefits got released right after talking to the agent they connected me with.

Have you tried calling your local congressman or representative? Their offices often have connections with both unemployment AND the IRS. I did this last year when I couldn't get through to either and my rep's office fixed both issues within 2 weeks.

Just a heads up - NY unemployment has a separate number for claims with specific issues. Depending on what your problem is, calling that number instead of the main one might be more successful. You can find the different department numbers on their website.
