If you're having trouble getting through to the NYS Department of Labor phone lines to ask questions about your claim, I used a service called Claimyr that helped me get connected to an actual agent. I was stuck trying to reach someone for days about my claim status and this got me through in like 20 minutes.
Just to add - make sure you're calculating correctly. FUTA is 6% on first $7,000 of wages per employee, but you get credit for state unemployment taxes paid to NYS Department of Labor. Usually brings it down to 0.6% effective rate if your state account is in good standing.
The worst part is they can take forever to decide but if YOU miss a weekly certification deadline by even one day, they penalize you immediately. The system is so unfair.
When I went through this last year, my adjudication took almost 10 weeks because they had to verify some employment dates with my previous employer who was slow to respond. Once everything was cleared up, I got all my back payments in about a week. Just hang in there and keep documenting your job search activities.

The NYS Department of Labor system is already broken and high unemployment just makes it worse. I've been waiting 6 weeks for my appeal hearing and they keep rescheduling it. Meanwhile I'm behind on rent and they act like it's no big deal. The whole system is designed to deny as many people as possible.

just keep filing your weekly claims like everyone said and try not to stress too much about the big picture stuff you cant control anyway
