I've been trying to get through to NYS Department of Labor for weeks about my partial claim and their phone lines are always busy. It's so frustrating when you need help understanding the system and can't reach anyone!

Your former employer is trying to make you feel bad for using a system they were required to pay into. That's completely inappropriate. You earned the right to unemployment benefits through your work history. Don't let them guilt trip you for accessing benefits you're entitled to receive.
look the unemployment system has always been messed up but its better than having nothing at all. i went through this same stuff last year with the overpayments and adjudication BS but eventually it all worked out
OMG yes! The stress of dealing with NYS Department of Labor is worse than being unemployed sometimes. I had panic attacks every time I had to file my weekly claim because I was so worried about making a mistake.
I think you're overthinking this. If your employer put you on standby then you're good. I was on standby for like 3 months and never had any issues.
Actually the bigger issue is that when unemployment is low, they sometimes reduce the maximum benefit duration or tighten eligibility rules. I went through this in 2019 when the rate was around 3.5%. Had to appeal a disqualification because they said I wasn't making enough effort to find work even though I was following all the rules.

The whole system is rigged against workers. Companies will lie, cheat, and steal to avoid paying what they owe. I've seen employers claim people were fired for cause when they know damn well it was just downsizing. NYS Department of Labor needs to start penalizing companies that file false disputes.
