Strange bank account 'Higher One First Carolina Bank' appeared in WellsFargo - IRS Refund Related?

I was doing a routine transfer between my WellsFargo accounts when I noticed a new account option I've never seen before - Higher One First Carolina Bank. I've never opened an account with them and wondering if this could be related to my tax refund somehow?
