DEO won't backdate my claim to June despite multiple applications - stuck with September start date

I've been pulling my hair out trying to get my unemployment claim backdated to June when I first applied. The CONNECT system kept crashing or freezing whenever I tried to submit my application. After MULTIPLE attempts online, I sent in TWO paper applications out of desperation. Finally, after 2 1/2 months of trying, my claim shows as registered in the system - but here's the problem: it's only showing my benefit start date as September 1st instead of late June when I actually became unemployed! I've tried calling DEO literally 27 times over the past week but either get disconnected or stuck on hold until the office closes. Sent an email through the contact portal last Monday and haven't heard anything back. This is a difference of over 10 weeks of benefits I should be entitled to (about $3,750)! Has anyone successfully gotten their claim backdated after it was processed with the wrong date? I have screenshots of my earlier application attempts and certified mail receipts from the paper applications to prove I tried applying in June.

Omg I had the EXACT same issue but with different dates!!! Applied in April, system kept glitching, finally got through in July and they wouldn't backdate!! It's like they purposely make the system crash so they don't have to pay us the full amount!! 😡😡

Right?? It feels so intentional sometimes. Did you ever get yours resolved? I'm seriously worried about making rent next month if I can't get those back weeks.

You need to specifically request backdate consideration through the CONNECT message center. Click on "I want to" and then select "Request to Modify Claim Date" from the dropdown menu. Make sure to include all evidence of your previous attempts (screenshots, tracking numbers for paper apps). They won't automatically backdate without you formally requesting it, even if it was their system issues that caused the delay.

Thank you! I didn't see that option before. Just looked and found it buried in the menu. I'll submit the request with all my documentation right away.

Thanks! I have screenshots of the error messages from June and the certified mail receipts. Hoping that's enough proof.

I used a service called Claimyr (claimyr.com) to get through to an actual DEO agent when I had a similar backdating issue. They got me connected to a live rep in about 20 minutes instead of endless busy signals. The agent was able to see my previous attempts and fixed my claim date on the spot. Check out their demo video if you're interested: https://youtu.be/UzW_hbUy-ss?si=zORd51jeq1GX5Ldj Worth every penny when you consider how much back pay was at stake!

Here's the exact process for backdating your claim properly: 1. Log into CONNECT 2. Go to your dashboard 3. Click on "I want to" menu 4. Select "Request to Modify Claim Date" 5. Fill out the form with your originally intended filing date 6. In the comment section, explain exactly what happened with the system errors 7. Upload any evidence (screenshots, receipts, etc.) This creates a formal request that goes to the Benefit Date Correction unit. They typically review these within 2-3 weeks. I also recommend you continue claiming weeks while this is in progress. Additionally, you can request a callback from a supervisor by calling the main line and using option 5, then 7, then 2 in the phone menu - this sometimes works to get a callback within 48 hours.

Thank you for this detailed walkthrough! Just submitted the request exactly as you described. Will try that phone menu option tomorrow too. Really appreciate the help!

My cousin had his claim backdated but it took like forever. He kept calling and eventually got through to someone who fixed it. I think he said you need form DEO-BDC2 or something? Can't remember exactly, but there's a specific form they need to file on their end.

You're thinking of form BWRD (Benefit Week Request for Determination). That's actually something the DEO agent completes internally when processing a backdate request - not something the claimant needs to fill out. The claimant just needs to submit the request through the CONNECT portal as I described above.

CONNECT IS THE WORST SYSTEM EVER CREATED!!!! I swear they designed it to fail on purpose!! I lost out on 6 weeks of benefits because of their garbage system and couldn't get it fixed no matter how many times I called!!! THE WHOLE SYSTEM IS RIGGED AGAINST US!!!

You're absolutely right. Florida's CONNECT system has been problematic since it launched in 2013. A state audit in 2019 (before the pandemic) found 600+ software defects that were never fixed. The system was literally designed with barriers to make claiming benefits more difficult - former governor Rick Scott even admitted this. Keep documenting everything and be persistent!

Quick update from what I'm seeing with recent backdating requests: DEO seems to be processing them faster now (1-2 weeks instead of 3-4). Make sure when you submit your evidence that the date stamps are clearly visible on your screenshots and mail receipts. If you sent email inquiries back in June, include those too as they have timestamps. Anything that proves you were actively trying to file in June will help your case.

That's encouraging to hear they're processing them faster now! I just uploaded all my evidence with the request. The timestamps on my screenshots clearly show June 28th and 29th when the system kept crashing. Hopefully that's enough proof.

UPDATE: I managed to get through to DEO this morning! Called right at 7:30am and only waited about 45 minutes. The agent confirmed they can see my multiple application attempts from June in their system. She submitted a backdating request for me and said it should be processed within 7-10 business days. She recommended I continue claiming weeks as normal while waiting for the backdating to be approved. Feeling hopeful now!

That's great news! Make sure to keep an eye on your CONNECT inbox daily for any fact-finding questionnaires they might send regarding the backdating. Those usually have a 48-hour response deadline, and missing it can delay your case. Glad you got through!

For anyone dealing with backdating issues: Florida state law actually requires DEO to accept backdating requests when there's evidence of system failures or other good cause reasons. Per Florida Administrative Code 73B-11.013, they must consider technical difficulties as valid reasons for late filing. Keep this regulation in mind if they initially deny your request - you can cite it in your appeal.

This is incredibly helpful information! I'll definitely reference this if they give me any pushback on my backdating request. Thank you so much for sharing this specific regulation.
