FTB payment plan proposal submitted 3 weeks ago - no response. Should I call to check status?

I submitted a payment plan proposal to the FTB like 3 weeks ago and still haven't heard anything back. Has anyone else had this problem? I'm getting worried they didn't receive it or something. Should I call them to check? What should I say when I talk to them?

I found a method to get someone on the phone quickly. I used this site's (claimyr.com) calling tool that dials the phone menu, stays on hold, waits for a live agent to pick up, then sends the call to my phone. It does cost $20, but it works.
