Yes, tier twos are the one with the power to process payments. They are like the senior representatives of EDD the ones who first answer your call barely have days months on the job. Last time I spoke to someone it was legit their first day lol. But apparently whenever I had asked to speak to tier two’s late, when I would finally get through with a regular rep they would tell me that they are usually off around five, but they usually take the calls that have been waiting since before 5. There was one time that I waited until 7 and then it hung up and said we are closed lol. Best time to call is 8 in the morning, never call around 12-1 and call before 6
